1. Background

Launched in September 2023, the Safe Futures Hub seeks to transform the evidence landscape regarding childhood sexual violence prevention. The initiative’s objectives focus on improving access to, generation of, and implementation of effective solutions to combat CSV. By bridging the gap between researchers and practitioners, the Hub aims to foster collaboration grounded in evidence, ensuring that children worldwide are afforded a safer future.

Central to this mission is the development of a Global Living Systematic Review (LSR) focused on identifying effective strategies to prevent CSV. The review will be structured around the INSPIRE strategies and designed to allow for real-time updates, ensuring that it remains a living documentary of effective practices. It will also complement and expand upon the previous “Building Safe Futures” evidence review, which concentrated on low- and middle-income countries (LMICs), by integrating findings from high-income countries (HICs). This dual approach will promote comparative analyses and enrich global understanding of childhood sexual violence.

To enhance this endeavor, the Safe Futures Hub seeks a dedicated team of consultants to lead the systematic review process, ensuring that findings are curated and shared through a dynamic, user-friendly dashboard. Consultants can apply as individuals or in teams, providing an opportunity for a diverse range of expertise.

2. Scope of Work

The appointed Global Systematic Review Consultant(s) will take on the pivotal role of overseeing the design, implementation, and continuous updating of the review process. Key responsibilities will include:

  • Systematic Review Development & Oversight
  • Defining the scope and objectives aligned with INSPIRE strategies.
  • Developing a detailed systematic review protocol including criteria for inclusion, data extraction, and search strategies.
  • Registering the review protocol with recognized databases like Prospero or Cochrane.
  • Identifying key databases (PubMed, Web of Science, etc.) for literature searches in multiple languages.
  • Establishing a knowledge management system to track studies using advanced review software such as Rayyan.
  • Evidence Collection & Analysis
  • Conducting thorough literature searches and systematically screening through the publications based on established inclusion criteria.
  • Extracting key intervention details and assessing study quality using risk assessment tools such as GRADE or Cochrane RiB.
  • Categorizing findings by intervention types while comparing them to existing LMIC evidence.
  • Living Systematic Review (LSR) Management
  • Creating a framework for ongoing updates and evidence integration into the LSR.
  • Engaging various stakeholders to validate protocols and products developed.
  • Dashboard Development & Knowledge Mobilization
  • Recommending and structuring a platform for the interactive dashboard while working closely with the Safe Futures Hub team on user experience.
  • Learning Brief on High-Income Countries (HICs)
  • Crafting a focused learning brief that summarizes insights from HICs, identifying best practices, challenges, and gaps, and comparing these with findings from LMIC contexts.

3. Suggested Deliverables and Timelines

This consultancy will span twelve months (March 2025 – February 2026) with the following key milestones:

  • Project Kickoff & Scoping: March 2025
  • Literature Search & Screening: April – June 2025
  • Evidence Synthesis & Writing: July – September 2025
  • Dashboard Development: October 2025
  • User Testing & Dissemination: November 2025 – February 2026

Flexibility will be built into the timeline to accommodate unexpected delays.

4. Qualifications and Experience

The ideal consultancy team will possess:

  • An advanced degree (PhD preferred) in public health, epidemiology, social sciences, or a related field.
  • Extensive experience in leading systematic reviews, particularly related to child protection and violence prevention.
  • Familiarity with ethical considerations in review research and advanced methodologies, including LSRs.
  • Proficiency in engaging global stakeholders and policymakers.
  • Fluency in English, with working knowledge of Spanish and French.

5. Reporting and Supervision

Consultants will report directly to the Safe Futures Hub Director and project leads from the participating organizations. Regular bi-weekly check-ins, along with monthly coordination meetings, will ensure consistent communication and progress updates.

6. Application Process

  • A comprehensive proposal outlining their approach to the project.
  • A CV of the lead consultant, highlighting relevant experience and references.
  • A proposed budget.
  • Relevant work samples, including examples of prior systematic reviews.
