Internship Job Profile
Interns will be exposed to the following functions, amongst the others:
- Performing all functionary tasks for the unit at entry level.
- Handle correspondence and enquiries relating to and maintain the units’ records and files.
- Providing administrative support to the co-ordination of the units budgeting processes.
- Assist with information gathering for the preparation for audits.
- Assist in data collating and preparation of monthly and quarterly reports for units.

Core Competencies:
Interns will be expected to develop the following during their stay at CETA:

- Expected to possess relevant and reasonable theoretical knowledge and understanding relating the functional area or specific departments or units in which interns are placed.
- Basic knowledge about relevant and applicable regulatory laws and frameworks, Acts, guidelines and policies (including the Skills Development Act, SDLA, PFMA, Tax laws, BBBEE, Employment Equity and Affirmative Action, amongst the others).

Entry Requirements:
- Be a South African of less than 35 years of age, with a valid South African ID.
- Relevant post matric qualification obtained from a recognised institution of higher learning.
- Applicants must not have participated in any previous SETA sponsored internship programme.

JOB PURPOSE AND PROFILE:
The Qualifications Development Officer is responsible for supporting the implementation of the activities of the Qualification Development Unit. The position entails practical involvement in the implementation of the unit’s Key Performance Areas (KPAs) and Key Performance Indicators (KPIs) in addressing the strategic objectives of the organization and meeting the Annual Performance Plan targets of the organization. To co-ordinate learning programmes activities by ensuring that learning programmes (i.e., occupational qualifications, part-qualifications, occupational skills programmes process) are developed, implemented, and monitored in line with the relevant legislations.

RESPONSIBILITIES:
The Qualifications Development Officer works closely with the Specialist in ensuring:
- Management of Qualifications Development Stakeholders through excellent service delivery in accordance with the five CETA Values (Agile; Result-Orientated; Integrity; Respect; Professionalism).
- Screening, selection and recording of stakeholder applications to be on a panel/pool of Subject Matter Experts (SMEs).
- Compilation and continuous update of Subject Matter Experts (SMEs) database.
- Delivery of newly developed occupational qualifications and skills programmes within 18 months.
- Conduct site verification visits to Accredited Assessment Cantres.
- Collaborate with the Qualification Development Specialist in developing an annual operational plan for the review/re-alignment/development of occupational qualifications and skills programmes.
- Oversee the planning and future development of standardized learning materials and other resources to support the delivery of occupational qualifications.
- Preparation and reporting on the progress realized on the departmental annual, quarterly, and monthly targets.
- Perform any other relevant duties as directed.
- Compile and submit to the Specialist monthly reports.
Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES:
- A three-year university degree or equivalent qualification, preferably in education, training and development or related field
- A postgraduate qualification, or evidence of study towards one, would be an added advantage
- At least three years’ experience in quality assurance or a related area, preferably in a SETA
- Experience in Assessments and Moderation processes
- Experience in project management of qualifications/curriculum development
- Knowledge of the QCTO policies, procedures and processes
- Understanding of the PFMA

JOB PURPOSE AND PROFILE
To provide coordination and administrative support to the Demand and Contracts Management unit to ensure the effective and efficient coordination of tender and contract management efforts and the monitoring of project progress and implementation in support of the execution of the overall strategy.
RESPONSIBILITIES:
- Provide input into the budget and tactical work plans for the Acquisitions Management business unit in consultation with the Specialist: Acquisitions Management.
- Work with all the Business areas, to identify gaps in processes, analyse and improve where necessary to increase speed, quality and gain efficiencies in the implementation of CETA projects.
- Assist in the planning, designing, implementation and communication of the overall Acquisitions Framework for procurement, in consultation with all business unit management and executives.
- Assist in the design and coordination of key performance and result indicators associated with Demand Planning and Forecasting to ensure the CETA meets its procurement objectives.
- Assist in liaising with all business units and establish procurement demands and inventory requirements to inform demand forecasts and schedules.
- Assist in the assessment and analysis of relevant organisational and market data to estimate future procurement demands that will inform the CETA’s financial and supply chain management strategies.
- Assist in the assessment and determination of the availability of financial resources for the demands identified.
- Identify preferential procurement points and appropriate goals per commodity in terms of the preferential procurement objectives.
- Maintain a demand management database within the organisation and ensure data integrity and quality.

JOB PURPOSE AND PROFILE:
To develop, implement, maintain and manage an effective and efficient Supply Chain Management (SCM) system and SCM procurement function in line with the applicable legislations/regulations and approved policies whilst ensuring fair, transparent, competitive, cost effective and equitable procurement and provisioning system.
RESPONSIBILITIES:
- Ensure all CETA SCMs procurement is undertaken in compliance with all applicable legislation that governs the SCM for public entities and within approved budgets.
- Develop and maintain appropriate SCM systems, including the SCM Quality Management System covering the full SCM acquisition.
- Provide input in the planning and compilation of the SCM business unit’s annual budget aligned to the financial scorecard and support the implementation of set objectives therein.
- Ensure the effective implementation, management, monitoring of the SCM business unit’s budget, and report on any variances on monthly basis.
- Ensure the deployment of proper financial controls to manage the business unit budget.
- Consider market research outcomes and past performance assessment result in appointing the provider.
- Report on and communicate any costs improvements and shortfalls to the CFO
- Develop, implement, and maintain a fair, transparent, and equitable procurement and provisioning system on all acquisitions.
- Advise and support the CETA on Supply Chain Management matters and changes/update in the applicable legislation.

- Oversee quotations specifications, evaluation, and adjudication administrative compliance processes.

- Engaging with the right internal stakeholders can ensure procurement functions gain understanding of strategic issues, cost-saving goals, value-add, compliance and organisational input moving forward.
- Build and maintain relationships with all CETA business units for the purposes of expectations management and knowledge sharing.
- Represent and participate in the organisation’s committees and tasks teams when required.
- Ensure stakeholders enquiries are responded within set reasonable timelines.
- Ensure SCM acquisitions 360º performance reviews.
- Ensure that all information required for statutory reporting on SCM procurement is prepared timely for consolidation and submission to relevant authorities.
- Ensure all procurements done through a tender process, that there is an approved needs analysis and sufficient budget for such procurement. For all quotes, ensure an approved acquisition plan containing that the item is in place.
- Report the units’ monthly activities to the CFO.
- Prepare and submit quarterly SCM reports at least 3 days before due date, to NT and DHET.
- Prepare all procurement registers for tabling at EXCO and submit same at least 3 days before the scheduled meeting.
- Ensure that all SCM staff are up to date with recent changes and attend minimum required training.
- Convene and attend meetings and present findings and business cases to relevant stakeholders when required.
- Implement timeous communication on progress and challenges in achieving the tactical work plans to impact stakeholders respond to stakeholders queries as submitted by comms from the portal.
- Attend industry related forums, conferences, and workshops to gain industry insight for the purpose of business improvement.

- Build and lead an effective and cohesive team through the effective management of divisional resources.

- Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the division.
- Provide growth opportunities through staff rotations.
- Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring, and nurturing of talent in the business unit.
- Ensure regular and effective performance review feedbacks are done.
- Provide leadership and management support to the SCM unit; to actively manage the performance of staff and address any training requirements thereof.
- Live and demonstrate exemplary behaviours driven and anchored on / by CETA values
- Ensure that on-the-job training, learning and development is taking place
- Share and play an effective role in ensuring that teams assist in achieving of strategic goals and mandate of the CETA.
- Supervise, empower, coach and /mentor interns that are assigned to the business unit
- Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in the area of responsibility
- Ensure that is assisting the business unit to operate within the allocated operational budgets
Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES:
- Matric/Grade 12 certificate.
- A Supply Chain Management /Logistics related, Finance Public Administration Degree at NQF level 7.
- A postgraduate qualification in SCM, Procurement, Logistics at NQF 8 would be an added advantage.
- Valid driver’s license.
- Affiliation with an SCM professional body with recognised accreditation.
Other requirements:
- 5 – 8 years’ experience in Supply Chain Management – Operational
- 3 years in SETA Procurement Environment would be an advantage
- 3 – 4 years in a management role is required
- Detailed knowledge of public sector governing supply chain like the PFMA, National Treasury Regulations, Prescripts and Notes and all other legislation that governs the public entities environment.
- Knowledge of the skills Development Act and other legislation governing SETAs would be an advantage
- Market research and assessment experience is required
- Experience in BID evaluation and or in BID Adjudication Committee proceedings
- Business report writing is a must.

REMUNERATION AND BENEFITS
The appointment will be on a fixed term contract for a minimum of 6 months, subject to satisfactory performance as per Performance Policy of the CETA.
