Requirements :
- Matric plus NQF level 7 /B Degree in Human Resource Management / Development. Coupled with 3-5 years’ experience at a middle managerial level in the field of Human Resource Development. Competencies: Knowledge of Public Service Human Resource Development policies, processes and prescripts, knowledge on advising on and implementation of Quality Management Systems for skills development, Knowledge on conducting skills development administration, coordinating skills development interventions, knowledge on compiling an organisations training and development plan, understanding of the SETA landscape and SETA grants requisition processes and, knowledge on the use of the Organising Framework for Occupations (OFO) in skills needs analysis and planning. Duties :
- Advice the ETD committee on Skills Development matters. Manage implementation of the Workplace Skills Plan and Compile training reports for submission to oversight bodies. Manage the internal staff bursary program and debt recovery & service obligation processes. Develop and update the department’s qualifications profile to enable strategic allocation of staff bursaries. Compile and manage implementation of the internship programme intake plan. Coordinate the development of the HRD MTEF strategic plan and manage the implementation of the annual HRD priority plan. Develop terms of reference for the Education, Training and Development Committee (ETDC). Management implementation of ETDC Resolutions on HRD. Compile terms of reference for appointment of training providers and conclude SLAs with appointed training providers. Develop and facilitate review of ETD Policies and Standard Operating Procedures. Manage the design and roll-out of the internal Induction and orientation programme, including statutory induction programmes (Compulsory Induction Programme (CIP) and project KHAEDU). Develop PMDS standard operating procedures. Manage the execution of the annual PMDS cycle activity plan. Manage the coordination of administrative and logistical arrangements for performance assessment moderation processes for salary levels 1 to 15. Compile pre-and-post moderation exception reports for performance rewards. Advice Moderation Committees on the implementation of viable option for payment of performance bonuses. Compile Performance Moderation Reports for approval by the HoD. Manage the implementation of outcomes of moderation committees (performance rewards). Advise management and supervisors on the management of poor performance. Manage mechanisms for PMDS disputes resolution processes, in consultation with LR. Compile PMDS compliance reports for salary levels 1 to 15, indicating remedial action to address non-compliance. Manage implementation of change management interventions for optimisation of performance management processes. Provide support & training to line function in executing performance management processes. Manage implementation of salary grade progression, in consultation with OD and HRA. Establish sound relation with all relevant stakeholders i.e training & development providers, SETAs etc. Manage HRD learning and training providers. Participate in programmes for the implementation of departmental HRD initiatives and policies. Process parliamentary questions & queries regarding HRD. Provide advice to HOD when required regarding HRD. Represent the department at HRD workshops, seminars, conferences etc. Develop the Sub-Directorate’s annual operational plan. Compile the audit response action plan for the Sub-Directorate. Conduct preliminary investigation of grievances and appeals emanating from implementation of PMDS and ETD interventions and escalate matters for further investigation to LR. Manage interface of PMDS and ETD with HRA, OD and EPWP and LR. Manage expenditure on the training budget and advice management on virements required. Conduct meetings with staff and plan and assign work within the unit. In consultation with OD, lead the PMDS and ETD processes mapping. Supervise a team of specialist HRD and PMDS practitioners and ASDs and Conduct performance reviews of staff.

Manage the implementation of mechanisms to ensure uniformity and efficiency during significant mutual aid emergencies and operations. Manage, monitor and support the implementation of mutual aid agreements with regards to Urban Search and Rescue (USAR) and Dangerous Goods. Manage the coordination of USAR exercises aimed at increasing the awareness of International Search and Rescue Advisory Group (INSARAG) disaster response methodologies amongst local, provincial and national authorities in the country.
