Eastern Cape woman sentenced for animal cruelty & illegal shelter shut down! A woman who ran an illegal animal shelter in Middelburg, Eastern Cape, has been handed a suspended sentence for serious animal cruelty charges following a successful prosecution led by the National Council of SPCAs (NSPCA).

Carol-Ann Ratcliff, the owner of the now-defunct Pet Haven, was sentenced to two years in prison, suspended for three years, on condition that she does not commit any further offences within that period. Additionally, she was ordered to close the shelter immediately, and has been banned from owning or caring for any animals for the next five years.

Disturbing Discovery at Pet Haven

According to NSPCA spokesperson Jacques Peacock, the case against Ratcliff began in July 2024, when the organisation received a cruelty complaint from concerned members of the public. Upon arrival at the premises, NSPCA inspectors, along with officers from the South African Police Service (SAPS), found horrifying conditions.

“Animals were crammed into filthy cages, with dirty and contaminated water sources. Many were suffering from untreated illnesses, visible wounds, and severe neglect,” said Peacock. “The shelter was not only operating illegally but was also collecting donations without being a registered organization.”

Obstruction and False Charges

Peacock further explained that Ratcliff attempted to derail the investigation by laying a false charge of intimidation against both the NSPCA team and the police officers who accompanied them. However, the State declined to prosecute the fabricated case, allowing the NSPCA to press forward with its own case against her.

Despite the legal hurdles, the NSPCA’s perseverance paid off, culminating in a conviction that sends a strong message to others who operate shelters irresponsibly or without proper regulation.

“All animals from Pet Haven and Ratcliff’s private residence were seized and transported to the Bloemfontein SPCA,” Peacock confirmed. “They are now receiving the medical attention, love, and care they deserve, and many will soon be placed in loving, permanent homes.”

Another Sanctuary Under Fire

In a separate but equally alarming case, the Mahanaimfeet Sanctuary, operated by Ockert Kruger, is under investigation following allegations of severe animal neglect. The sanctuary, which presents itself as a haven for retired animals, claiming slogans such as “Saving Lives Paw By Paw” and “A Peaceful Home for Retired Heroes,” was found to be far from peaceful.

Inspectors acting on an urgent court warrant from the Atlantis Magistrate’s Court conducted a raid last Thursday. The most critical animals were removed immediately. A second inspection on March 11, 2025, led to the rescue of an additional 75 dogs.

According to Chief Inspector Jaco Pieterse, this was not Kruger’s first clash with the law or the SPCA. He has a history of renting properties, accumulating debt, and then evading eviction, all while using the animals as a means of financial gain.

“The SPCA is now taking legal steps to prevent Mr Kruger from acquiring any more animals,” Pieterse stated. “We are committed to ensuring this is the last time animals are subjected to such inhumane treatment under his care.”

Public Urged to Remain Vigilant

The NSPCA is calling on the public to remain alert and report any suspected animal cruelty. Peacock urged: “If you suspect neglect, abuse, or illegal activity involving animals, contact your local SPCA or the NSPCA immediately. Your voice can save a life.”

These cases highlight the urgent need for strict regulation and public awareness when it comes to the welfare of animals in shelters and sanctuaries across South Africa.
