SPECIALIST ANALYST : MARKET RISK AND TRANSPARENCY DEPARTMENT (Pretoria)

Description

Purpose of the Job

To oversee the implementation and supervision of the regulatory framework for credit ratings agencies (“CRAs”) and financial benchmark administrators (“FBAs”). CRAs are primarily regulated and supervised in terms of the Credit Rating Services Act No. 24 of 2012 (“CRS Act”); and the regulations of financial benchmarks is currently under development. The person appointed to this position will be stationed in the Market Risk and Transparency Department, under the Market Integrity and Decision Sciences Division and will report directly to the Senior Manager: Ratings & Indices.

Key Performance Areas

⦁ Implement and administer the CRS Act, Conduct Standard – Requirements relating to the provision of a benchmark and any other subordinate legislation.
⦁ Conduct routine market conduct on-site inspections of CRAs and FBA in terms of the Risk-Based Supervision approach.
⦁ Review and recommend for approval or refusal of applications for licence, amendments, exemptions, and outsourcing arrangements for CRAs, and assist the licencing division in the review of applications for license for FBAs.
⦁ Conduct relevant research to improve the standard of regulation in line with international developments. and initiate the development of regulatory instruments and guidance notices.
⦁ Initiate, participate, and contribute to the development of applicable legal frameworks, regulatory instruments, guidance notices and policy direction on the regulation and supervision of CRAs and FBAs.
⦁ Provide input into requests from local and international standard setting bodies and regulators, including questionnaires and consultative papers, when required.
⦁ Organise, participate, and represent the department at relevant internal and external meetings, committees, information sessions/seminars and forums in area of responsibility in line with stakeholder engagement plan.
⦁ Compile routine management reports and commentaries within the set timelines.

Requirements

A bachelor’s degree in finance, economics, accounting, or law with at least 7 years of experience in the financial sector and/or the regulatory environment within the financial services industry. Good knowledge and/or experience of the functioning of the financial markets, credit rating services or financial benchmarks will be an added advantage.

SPECIALIST ANALYST : INVESTMENT PROVIDERS DEPARTMENT (Pretoria)

Purpose of the Job:

To assist the department in ensuring that the approved authorised Financial Services Providers (FSPs) and their Compliance Officers complies with the Financial Advisory and Intermediary Services (FAIS) legislation. The person appointed to these positions will report to the Manager.

Key Performance Areas:

⦁ Analyse annual financial statements and other statutory returns of Financial Services Providers to ensure that proper reporting standards have been followed;
⦁ Liaise with Financial Services Providers on issues of non-compliance identified during analysis of statutory returns;
⦁ Identify and report trends in the financial services sector with possible impact on the FSCA’s regulatory objectives;
⦁ Assess financial statements in line with the business model of Financial Services Providers;
⦁ Identify financial risks based on analysis of financial statements and any other financial information;
⦁ Analyse problems identified by regulated entities or as a result of new innovations and recommend solutions;
⦁ Support team members with analysis of other forms of financial reports;
⦁ Perform on-site inspection in terms of risk based supervision approach;
⦁ Liaison with various stakeholders; and
⦁ Assist the team with ad-hoc projects.

Purpose of the Job:

To effectively regulate and supervise the Banks and Payment Providers, to protect the interest of consumers and to ensure a sound regulatory environment. The person appointed in this position will report to the Manager: Banks and Payment Providers Supervision.

Key Performance Areas:

• Monitor compliance with legislation to ensure sound and efficient Financial Services Industry and the protection of consumers.
• Liaise with the Banks and Payment Providers industry stakeholders.
• Identify and report trends through research in the Banking and Payment Providers sector with possible impact on the FSCA’s regulatory objectives.
• Conduct on-site inspections in terms of the risk-based supervision approach and report on the outcomes of such visits.
• Analyze compliance reports data (qualitative and/or quantitative) of Banks and Payment Providers.
• Perform administrative or other activities including proficient report writing relating to the supervision of Banks and Payment Providers.

Description

To assist the department in handling complaints and queries from multiple sources, redirect complaints to external stakeholders, regulatory authorities and internal FSCA divisions in accordance with relevant protocols and management of the debarment register. The person appointed to this position will report to the Manager.

• Refer matters that do not fall within the scope of the FSCA to external stakeholders;
• Refer matters that fall within the scope of the FSCA to relevant internal stakeholders;

Purpose of the Job:

To manage the entire lifecycle of Financial Sector Conduct Authority (FSCA) internal and external events, from initial concept to final execution, working independently to deliver high-quality events that align with the FSCA’s goals. The person appointed to this position will report to the Departmental Head: Communications Department and have a secondary reporting line to the Divisional Executive: Corporate Services.

Key Performance Areas:

  • Plan and organise events, including conferences, workshops, seminars, and corporate gatherings.
  • Develop detailed event plans, timelines, and budgets.
  • Assist with managing the overall brand presence of the FSCA across all events.
  • Manage event registrations and communications with participants (including speakers, presenters).
  • Develop and execute event marketing strategies to ensure high attendance and engagement, including social media.
  • Oversee the setup, execution, and breakdown of events.
  • Manage on-site logistics, including registration desks, symbols for communication e.g., directions, and delegate materials.
  • Prepare detailed reports on event outcomes, including attendance, budget adherence, and participant feedback.
  • Manage the reconciliation of event budgets and payments.
  • Ensure sustainability in event management life cycle.

Requirements

A Bachelor’s degree or equivalent in Communications, Public Relations, Events Management, Marketing or a related field. Certified Meeting Professional (CMP) designation or accredited membership with an industry body will be an added advantage. 3 – 5 years of experience in event planning and management, ideally within the financial sector. Professionals with over 10 years of experience may be considered with the submission of a detailed portfolio demonstrating their expertise. Must have a proven track record of successfully organizing impactful events.
