,The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) is excited to announce the creation of a dynamic and versatile BDT Digital Ecosystem Consultant Roster. This initiative aims to build a pool of highly skilled consultants with expertise in digital innovation, entrepreneurship, and ecosystem development, to support ITU’s strategic objectives in fostering inclusive and sustainable digital transformation worldwide.

About BDT and Its Mission

The BDT is at the forefront of promoting ICT-focused development policies, strategies, and programs that drive digital inclusion across communities, countries, and regions. Its core departments, including the Digital Networks & Society Department, work tirelessly to facilitate spectrum management, network development, cybersecurity, emergency telecommunications, and the transition to digital societies. The department’s overarching goal is to ensure that no one is left behind in the rapidly evolving digital landscape, addressing environmental challenges like climate change and e-waste through innovative ICT solutions.

The Role of the Digital Ecosystem Consultant Roster

The consultant roster is designed to support the implementation of the Innovation and Entrepreneurship Alliance for Digital Development—a flagship initiative that seeks to bridge the digital innovation divide and empower ITU-D member states. This alliance fosters transformational projects that promote digital innovation and entrepreneurship at national, regional, and global levels, aligning with five strategic objectives:

• Trends research and readiness assessment
• Open technology innovation
• Entrepreneurship and SME growth
• Policy experimentation
• Ecosystem initiatives acceleration

Consultants selected from this roster will be called upon to contribute their expertise across these areas, helping develop impactful products, services, and strategic guidance.

Types of Assignments and Deliverables

Consultants will undertake a variety of assignments tailored to specific needs, such as:

• Conducting comprehensive research and analysis on digital trends, policies, and technological developments
• Developing capacity-building materials for stakeholders
• Designing programmes and initiatives at different levels
• Facilitating partnerships and cooperation mechanisms
• Organizing stakeholder forums and engagement events

Deliverables may include thematic playbooks, policy briefs, roadmaps, country case studies, analytical frameworks, and strategic reports. Each assignment will be clearly defined through detailed Terms of Reference, ensuring alignment with the overarching goals of the Alliance and BDT’s strategic vision.

Qualifications and Competencies

Ideal candidates will possess a university degree in fields related to ICT, digital innovation, or development, with at least one year of relevant professional experience. They must demonstrate a thorough understanding of digital transformation trends, data analysis skills, and the ability to craft strategic recommendations. Strong communication, collaboration, and innovative thinking are essential attributes, as well as proficiency in at least one of ITU’s official languages—English, French, Arabic, Chinese, Russian, or Spanish.
