CHIEF EXECUTIVE OFFICER

Gauteng Enterprise Propeller (GEP) is a Provincial Government agency established under
the auspices of the Department of Economic Development, to provide non-financial support;
financial support; and coordinate stakeholders for the benefit of SMMEs in Gauteng.

CHIEF EXECUTIVE OFFICER (CEO) (Three (3) years Fixed term performance-based
Contract)

Annual Total Package (R2 559 503.91 – R3 199 379.89) Negotiable

Purpose of position
To positions the Gauteng Enterprise Propeller (GEP) to meet its mandate as approved by the
Board, in support of National and Provincial socio-economic development imperatives and
strategies in the sectors targeted for development.

Key Responsibilities:

  • Proposes long- and shorter-term future direction of the organisation within established
    planning frameworks.
  • Ensures that strategy and annual performance plan targets/goals are met or exceeded
  • Enhances stakeholder relations and networks
  • Undertakes and leads innovative strategic projects in support of Provincial Government
    development initiatives
  • Lobbies for influence on Government policy and legislation
  • Enhances public and media relations
  • Ensures the financial health and sustainability of GEP, including achievement of an
    optimal return on the shareholders’ funds, current and future
  • Ensures and takes responsibility for unimpeachable governance, procurement and risk
    management practices throughout GEP
  • Ensures High-performance staff are recruited, motivated, retained and developed, to
    meet the present and future needs of GEP
  • Ensures that executives and staff are focused on relevant key tasks and managed
    accordingly

Minimum Requirements

  • Postgraduate in Public Administration, Business Management or related.
  • Master’s Degree is an added advantage
  • Ten (10) years Executive Management experience and proven track record as
    a successful executive; able to drive and advocate transformational change.
    Able to demonstrate leadership, management of strategic partnerships and
    stakeholder relationships. Able to demonstrate leadership, management of
    strategic partnerships and stakeholder relationship management.
  • Experience in economic and enterprise / SMME development and economic policy
    frameworks, together with experience of the Public Sector.
  • A thorough understanding of corporate governance. Knowledge of SMME
    development and Financing industry. An understanding of the South African
    government structures, Economic Policy Framework and Strategies. Experience in
    economic and enterprise development activities.

Company Secretary

Company Secretary (Five (5) years Fixed term performance-based Contract)
Annual Total Package (R 1 345 977 – R 1 615 174) Negotiable

Purpose of position
To ensure efficient and effective administration of GEP, with particular emphasis on good
corporate governance and compliance with statutory and regulatory requirements, ensuring
that the execution of the Board and Executive Committee decisions are in the best interest of
the organization and are implemented.

Key Responsibilities:

  • Develop and implement operational plans for the Company Secretariat and ensure
    that unit goals and objectives work towards the strategic direction of the organisation.
  • Developing and implementing a corporate governance framework, including
    establishing policies to guide governance.
  • Monitor all legislative, regulatory and corporate governance developments that might
    affect the GEP’s operations and ensure that the Board is fully briefed on these.
  • Regularly reviewing Board and Committee charters and measuring their
    effectiveness
  • Advising the Board on best corporate governance practices, including disclosure and
    transparency obligations, board composition, and shareholder rights.
  • Overseeing the update of the GEP Delegation Framework (Levels of Authority from
    the Board to CEO) and offer continuous advice on its implementation.
  • Ensure the smooth running of all Board’s and Board Committees’ activities
  • Acting as the principal point of contact for the Board and its subcommittees (Risk &
    Audit, Remuneration, and CIBD Committees)
  • Facilitating and attending Board meetings, assisting the CEO with the preparation of
    agendas, papers and reports, ensuring minutes are accurately recorded and actions
    are followed up.
  • Ensuring the timely preparation and distribution of Board and committee packs.
  • Ensuring follow-up on outstanding matters; advising on Board procedures and
    ensuring that the Board follows them
  • Assisting in the induction of new directors and providing continuing education
    programs for Board members.
  • Provide support and advice on all matters required by the Board
  • Oversee the payment of Board member fees through the production of a payment
    schedule for HR
  • Ensure communication of Board decisions and monitor progress in so far as reporting
    to staff and management
  • Co-ordinate Annual performance evaluation of the CEO, and annual evaluation of
    Board and Board Committee members
  • Participate with the EXCO team in developing a vision and strategic plan to guide the
    organisation
  • Identify, assess and inform EXCO team of internal and external corporate
    governance issues that affect the organisation
  • Provide regular feedback to EXCO and Board (and its committees) with regards to
    the operations of GEP
  • Prepare and submit statistical/statutory reports as appropriate
  • Submit monthly performance reports to the CEO’s Office
  • Collate annual performance report for the GEP to the Board and its committees on
    behalf of the CEO, as appropriate
  • Monitor and present Quarterly Review Reports and Analysis against the performance
    plan and in relation to the work of the GEP
  • Sets annual performance objectives for employees
  • Assist in the preparation of a comprehensive budget for the Governance Unit

Minimum Requirements

  • Relevant Law Degree at Honours level (i.e. LLB, Corporate Law, Commercial Law,
    etc) (NQF 8)
  • Company Secretarial Certificate will be an added advantage
  • Registration as a Chartered Secretary (CIS) will be an added advantage
  • A minimum of 5 years’ relevant experience in practice with a corporate entity
  • Extensive Corporate Governance, Compliance, Legislative Framework environment
    experience.
  • Knowledge of legal and regulatory requirements affecting public entities, corporate
    governance instruments and guidelines (e.g. KING Reports)

Purpose of position
Ensure legal compliance, managing legal risks, and supporting the organization’s
strategic goals

Key Responsibilities:

  • Developing and implementing legal policies and procedures to ensure
    compliance with statutory and governance requirements.
  • Monitor and report on legal compliance across the organization.
  • Ensure that all business activities comply with relevant laws and regulations.
  • Identifying and managing legal risks associated with the organization’s
    operations.
  • Providing legal advice and support to mitigate potential risks.

  • Training and educating staff on legal issues and compliance requirements
  • Supporting the organization’s strategic plan by providing legal insights and
    guidance.

Minimum Requirements

  • Bachelor’s in law (LLB) or equivalent.
  • 5-to-8-years post articles experience in legal services
  • 3 Years experience at Middle Management level
  • Experience in the developmental financing environment will be an added
    advantage
  • Admission as an attorney or advocate by the High Court in South Africa will be
    an added advantage

Purpose of position
Aligns the ICT strategies and operations with business strategies through facilitating the
achievement of technology and business objectives.

Key Responsibilities:

  • Develops IT policies, governance framework, plans and budgets.
  • Compile and manage the technology strategy in alignment with the business
    strategy.
  • Directing the development and implementation of Information and Systems
    Architectures to support GEP business objectives and goals.
  • Overseeing the development and implementation of Enterprise technology standards
    to ensure compatibility and integration (e.g. multivendor platforms).
  • Developing, implementing, and maintaining recovery plans and testing regularly;
    ensuring accurately documented configuration of critical business systems and
    availability of recovery plans to user departments
  • Monitoring and evaluating infrastructure and applications regularly in line with
    industry standards and reporting results to executive management
  • Defining and implementing the IT Operations Architecture (IT Infrastructure and
    support) to satisfy and support business needs and requirements.
  • Ensuring all systems are documented, documentation is up-to-date, and all user
    departments comply with requirements
  • Reporting on IT performance to Board, Board Committees and Executive
    Management
  • Manages and oversees the performance effectiveness of IT personnel
  • Prepares monthly reports on the Unit’s overall operations against the Annual
    Performance Plan

Minimum Requirements

  • A Bachelor’s degree in Information Technology /Computer Science
  • Minimum 8 years’ experience in in ICT and Enterprise Architecture Environment with
    3 years at Management Level.
  • Experience in managing stakeholder relationships with managed service providers,
    hardware and software vendors, consultants, and internal ICT resources
  • Working knowledge and experience of DevOps (development/project
    management/active team participation) within the Microsoft Technology Stack,
    particularly some/all of the following:
    o Azure
    o SQL Server
    o Office 365
    o SharePoint On-Premise / Online
    o Power Apps
    o Power Automate
  • A valid Code EB driver’s licence and own car
