Introduction

The Green Climate Fund (GCF) is the largest dedicated multilateral climate fund in the world, focused on financing impactful, innovative, and catalytic programs and projects in developing countries worldwide. Currently, GCF manages a portfolio of 286 projects across 133 countries, with total commitments of USD 15.9 billion to date.

In 2023, a further USD 12.8 billion was pledged to support our refreshed strategic and programming cycle from 2024 to 2027. Our ambition is to grow the fund’s resources to at least USD 50 billion by 2030. Focused on impact, efficiency, accessibility, and supporting the most vulnerable communities, GCF aims to significantly scale up public and private sector financial flows for climate action, leveraging resources through partnerships for greater impact.

We are in search of an exceptional individual with a proven track record of mobilizing expertise, energy, and networks to confront complex global climate change challenges. Role Overview

As the Head of Policy, reporting directly to the Director of Strategy, Policy and Innovation, you will oversee the comprehensive policy function within the GCF Secretariat. Your responsibilities will include developing and implementing a robust policy framework that encompasses policy manuals, standard operating procedures, and guidance documents. You will also manage the entire policy cycle, from agenda-setting and development to monitoring, evaluation, and learning, while providing expert guidance to subject-matter experts on their respective policy initiatives for GCF Board consideration.

In this authoritative role, you will closely collaborate with key internal stakeholders and Board members to advance a coherent, accessible, and implementable suite of policies. You will lead a team of policy experts, building capacity across the Secretariat and fostering best practices to enhance the overall quality of policy proposals. Strong leadership skills, effective stakeholder management, sound political acumen, and negotiation abilities will be crucial for successfully executing the policy function. Additionally, you may serve as the Deputy for the Director of Strategy, Policy and Innovation as required.

Purpose

Thought Leadership: You will play a key role in shaping the Secretariat’s policy function, overseeing and continuously refining the policy suite, while contributing to GCF’s strategic direction through robust policy development and implementation.

Policy Shaping: You will actively create new policy proposals for Board consideration, providing evidence-based advice and authoritative leadership. This involves collaborating with subject-matter experts to define or update GCF strategies, programs, processes, and operational modalities aimed at enhancing Fund performance.

Strategic Initiatives: You will spearhead the implementation of strategic initiatives to enhance the coherence and overall impact of GCF policies, including opportunities for policy harmonization with other climate funds within the international climate finance landscape.

Engagement

  • Cross-Functional Collaboration: You will guide collaboration across Secretariat Offices, the Executive Leadership Team, and Independent Units to ensure thorough policy development, including stress testing and socialization of policy proposals, alongside comprehensive impact assessments and implementation planning.
  • Advisory Role: Engage with and provide guidance to the Executive Leadership Team, the GCF Board, Co-Chairs, and Committees while working closely with subject-matter experts and the Office of Governance Affairs to promote understanding of policy proposals and advance negotiations towards consensus support.
  • Culture of Excellence: Foster a culture of policy excellence within the Secretariat, continuously evolving the policy framework and cycle by staying updated with cutting-edge approaches and best practices in policy development.

Delivery

  • Robust Policy Framework: Direct the creation and application of a strong policy framework across the Secretariat, encompassing policy manuals, standard operating procedures, and guidance documents.
  • Secretariat Policy Cycle: Oversee the policy cycle in collaboration with the Director of Strategy, Policy and Innovation, and the Chief of Strategy and Impact, who acts as Chair of the Secretariat’s Policy Committee, to deliver a cohesive and accessible policy suite that aligns with the established standards.
  • Team Leadership: Lead the policy function team and enhance capacity throughout the Secretariat in accordance with the policy framework, thereby improving the quality of policy proposals and the effectiveness of policy implementation.

Requirements

Education: A Master’s degree or higher in law, international relations, economics, or a related field; or a Bachelor’s degree with two (2) additional years of relevant experience.

Experience: A minimum of 15 years of experience in institutional policy development is required, preferably within governmental or international organizations, along with experience in national or international policy development.

Leadership: Proven experience in team management, staff development, and coaching is essential, along with demonstrated proficiency in stakeholder management.

Knowledge: Extensive understanding of climate finance and international development is key, with prior knowledge of GCF policies and programs preferred.

  • Demonstrated leadership and team management capabilities

Language Proficiency: Fluency in English is mandatory; knowledge of another United Nations language will be regarded as an advantage.
