The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA has the following 5 Years Fixed-Term

Contract Position: Executive Manager: Office of the CEO

Location: Head Office

Reporting Line: Chief Executive Officer

Reference: HDAEM001

Main Purpose: To support the CEO’s Office with providing strategic and operational direction in the various programmes within the HDA and support the CEO in implementing an effective human settlements delivery model to drive the delivery of the HDA mandate.

Key Performance Areas:

1. Strategic Vision and Leadership

  • Define and develop the existing strategic vision for the HDA with input from the CEO, Board, Management and sector key role players.
  • Communicate strategic vision to internal and external stakeholders.
  • Develop and continuously implement a culture of performance, critical assessment, accountability and responsibility within the entire organisation.
  • Have the insight to recognise the property and build environment opportunities and steer the HDA into a flexible and innovative industry leader.
  • Assist the CEO to creating value to the key and strategic shareholders.
  • Acts as a strategic partner on the leadership team and works closely with the team to ensure they are meeting performance expectations.
  • Drive the delivering against key business metrics.
  • Provide methods to improve quality, efficiency and productivity as well as cost containment processes.
  • Works collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall efficiency of the HDA and ensure excellent services.
  • Work autonomously while ensuring CEO expectations are readily met.
  • Holistic understanding of the South African property development sector as a whole.

2. Operational Strategy

  • Manager and oversee the core business delivery and assist the CEO in ensuring that the annual performance plan targets are achieved.
  • Support and monitoring of the functionally integrated business plan that is aligned to strategic vision.
  • Coordinate with the CEO the implement of the organisation’s strategies within required timeframe, within the relevant regulations.
  • Assist with reviewing business reports required to the Board and other key stakeholders.
  • Assist the CEO with building an effective, aligned, integrated, dynamic and high-performance management team.
  • Oversee performance of HDA’s deliverables to ensure achievement of strategic plans, objectives and goals and provide monthly reports to the CEO.
  • Assist the CEO with identifying performance gaps and assist with addressing with relevant stakeholders in order to fast-track project delivery.
  • The incumbent must have the ability to establish and grow the HDA’s role as a developer of human settlements.
  • Build and maintain a strong stakeholder network of potential key stakeholders, funders and partners.
  • Develop the HDA to deliver its mandate, achieve its reputational goals and financial sustainability goals.
  • Build and sustain long term, credible, trusting and mutually beneficial relationships with other organs of the state.
  • Interface with spheres of government to achieve improved integrated sustainable human settlements development.
  • Build the HDA profile and image within the human settlement / housing sector.

3. Governance

  • Implement policies and procedures and ensure compliance with policies and legislation (e.g. PFMA, MFMA, compliance, HDA Act etc.).
  • Interface and manage Board Governance through the CEO.
  • Facilitate effective compliance with good corporate governance prescripts.

4. Built Environment Management

  • Oversee the development and presentation of project proposals across the HDA.
  • Oversee the development and project implementation processes.

5. Programme Integration and Monitoring

  • Coordinate the integrated functioning of all operational functions.
  • Oversee the integration and alignment of various departments and their operational plans
  • Address any challenges to CEO to mitigate.

6. People Management

  • Select, assign, lead and manage direct reports
  • Set clear objectives for self and others and measure achievements against these objectives through implementation and monitoring of the performance management system
  • Build and manage relationships with staff members
  • Develop and manage the implementation of succession plans for key individuals and critical positions.
  • Ensure compliance of all HDA policies and procedures
  • Manage risks and assist the CEO to address staff issues as and when they arise

7. Financial Management

  • Develop the operational and capital budget for the CEO Office
  • Manage the expenditure against approved budget
  • Ensure procurement processes are tracked and monitored and adhered to in line with the relevant policies and procedures
  • Address any anomalies in spend and budget and review financial performance for the various units

8. Qualifications and Experience

  • Civil engineering, project management or construction / built management Degree required
  • A Master’s degree, e.g. MBA, MBL will be an advantage
  • 3-5 years Senior Management experience required
  • Experience in government infrastructure development required
  • Knowledge of MFMA and PFMA
  • Knowledge of iDMSS and/or other infrastructure procurement systems
  • Experience in the human settlement’s environment with particular emphasis on development of land for human settlement
  • Demonstrated implementation of values-based management and adherence to corporate governance principles
  • Familiar and experience with the Intergovernmental Relations Framework
  • Familiarity with public sector land asset management legislation and regulations

Remuneration Scale: R 1 628 300.00 – R2 116 800.00 per annum (all-inclusive package)

The HDA has the following three-Year fixed-term contract position:

Audit and Risk Committee Chairperson

Location: Head Office – Johannesburg

Reporting Line: Chairperson of the HDA Board of Directors

Main Purpose: The primary objective of the Audit and Risk Management Committee is to assist the accounting authority and accounting officer to discharge his/her duties in respect of audit and risk management with an ultimate aim of achieving the Agency objectives. The Chairperson will be required to carry out their responsibilities in terms of the Committee Charter.

Key Performance Areas:

The incumbent’s duties will be to:

  • Provide an oversight role on the review and monitoring implementation of the audit and risk management framework, policy, charter and strategy within the Agency.
  • Provide guidance on integration of risk management into planning, monitoring and reporting processes.
  • Provide advice/guidance on setting and review of the risk appetite, tolerance levels, and anti-fraud measures.
  • Assist the Committee in conducting its activities in terms of the Public Sector Risk Management Framework, PFMA, Audit and Risk Committee Charter and King IV Report on Corporate Governance.
  • Provide proper and timely reports to the accounting authority on the state of risk management, together with aspects requiring improvement accompanied by the Committee’s recommendations to address such issues.
  • Perform any other duties of the Audit and Risk Management Committee as specified in the terms of reference (Committee Charter).
  • Report annually to the Executive Authority through the Audit and Risk Committee.

Requirements:

  • A CA (SA) qualification.
  • Relevant Degree majoring in Risk Management.
  • Proven expertise in financial management, accounting, risk and compliance management Information Technology and its governance.
  • Must be registered with related professional bodies, namely the South African Institute of Chartered Accountants (SAICA) Independent Regulatory Bord (IRBA) and Institute of Risk Management (IRMSA).
  • At least five (5) years’ experience as an Audit and Risk Committee member.
  • Extensive knowledge of internal controls, public sector reporting and compliance processes Excellent experience and knowledge of public sector legislation in working with the PFMA / SCM legislation/Public Finance and public entities.
  • Leadership skills.
  • Excellent relationship skills and operate with integrity and in line with organisational values.
  • Must be willing to dedicate time and effort into the role so as to provide oversight.
  • Must be knowledgeable about the fields that the Committee will be providing oversight on (strategy and organisational performance, information Technology, Legal, Finance, Audit and Risk management)

Remuneration Scale: In accordance with the National Treasury Regulations. The schedules, in this regard are issued annually with specific hourly or daily rates. All other

  • Taking photographs and videos
  • Manage HDA social media platforms such as X, Facebook, Instagram, HDA website and Intranet
  • Assist with the implementation of the digital and social media platforms.
  1. Event Management
  • Provide support for promotional campaigns and strategies, including but not limited to, government road shows, launches/openings, sod-turning events
  • Create engaging storyline for social media audience.
  1. Qualifications & Experience
  • A relevant BA degree in corporate communications, marketing, public relations.
  • Attention to detail.
  • Graphic design skills.
  • Experience in the public sector environment will be added advantage.
  • 1 to 3 years’ experience in the Marketing & Communication, Graphic Designs is required.
  • Computer literacy in Microsoft Package.
