Organizational Context
Under the authoritative guidance of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) plays a pivotal role in designing, implementing, monitoring, and evaluating technical assistance and cooperation projects. This section is integral in drafting agreements and crafting country-specific and regional programs tailored to meet specific needs and priorities. The FOS works collaboratively to define objectives, deliverables, timelines, and budgetary requirements, ensuring that each initiative aligns with ICAO’s mission of promoting safe, secure, and efficient civil aviation.
Complementing the FOS, the Field Personnel Section (FPS/FRU) is responsible for recruiting international experts who lend their expertise to the execution of various projects. Managing the ICAO Roster of Experts, this section plays a critical role in ensuring the right talent is matched to the right opportunities, thus enhancing the organization’s overall effectiveness.
Major Duties and Responsibilities
The ePassport Specialist will be instrumental in various capacities, including:
Function 1: Systems Analysis and Modelling
The specialist will conduct a comprehensive analysis of identity management systems, focusing on civil registration and ePassport issuance processes. This role requires an assessment of current systems and operations, along with modelling electronic passport systems to optimize their performance.
Function 2: Current Passport Issuance Analysis
An in-depth evaluation of the existing passport issuance processes will be required to understand their functionality and status. Insights gained will guide necessary improvements in subsequent phases.
Function 3: Design of Issuance Processes
The specialist will contribute to the design of operations and issuance processes for establishing a robust ePassport system. This function aims to create a seamless transition from traditional to electronic passport systems.
Function 4: Security Design
Developing a security framework is crucial, particularly around key management and Public Key Infrastructure (PKI). The specialist will ensure the ePassport system adheres to ICAO standards and ISO recommendations to enhance security.
Function 5: Defining Business Requirements
The specialist will work closely to define precise business requirements for the implementation of the ePassport operating system. This includes developing terms of reference for international bidding to identify the best providers for the project.
Functions 6-11: Comprehensive Analysis and Reporting
The role will also involve analyzing legacy systems, proposing transition plans for passport issuance, and modeling specifications for bidding documents. Additionally, the specialist will be tasked with developing project proposals for forthcoming phases and drafting technical specifications necessary for international bidding processes. Regular progress reports will need to be compiled to keep stakeholders informed.
Function 12: Other Duties
As the role evolves, the ePassport Specialist will be expected to undertake other related tasks as assigned, which may extend beyond the outlined responsibilities.

- Strong capability to analyze requirements and model systems effectively at a field level.
Languages
- Proficiency in both written and spoken English is essential.
- Knowledge of additional ICAO official languages (French, Arabic, Chinese, Russian, Spanish) is desirable but not mandatory.
