FREE STATE PROVINCIAL office

The purpose of this position is to implement management decisions to achieve objectives established by management regarding finance and facilities management in the province. This position reports to the Assistant Manager: Finance and Facilities management.
Provincial Accounts Payable (Creditors) and Payments: Manage receipt and validation of payment requests in the province; verify and authorise expenditure allocations in compliance with policies; receive and validate pre-payment report, check entries, authorise payments in line with delegations; check creditors run by matching creditor invoices to payment vouchers; authorise payment vouchers /incidental payments; ensure that payment dates on payment voucher match;audit daily payments and requisitions and invoices.
Provincial Asset Monitoring and Reporting: Prepare monthly, quarterly, and other reports that measure the implementation progress and deadlines against that of the asset management plan in the province; provide regular reports to the management; report on the service performance of capital assets, as well as financial aspects extracted from the asset register, and submit data into the ERP system or to Financial Management at national office for authorisation and for inclusion in the formal monthly, quarterly, and annual reports.
Provincial Compliance Verification: Perform regular compliance verification on purchase orders, contracts, payroll and reimbursements entries, and all payments in the province; institute methods and processes to prevent all provincial employees from acting unethically or illegally with financial matters; ensure that Finance staff in the province receive necessary compliance training to effectively perform their duties within regulatory framework; communicate all financial ethical guidelines to every employee, and ensure that they are being strictly followed; investigate bottlenecks or hindrances arising from compliance-related implementation, and provide resolutions to the issues; initiate investigations into any violation of compliance rules, and advise the Provincial Manager of any further action to take in that regard.
Provincial Acquisition Management: Facilitate invitation of quotations (RFQs) and open bids in the province, based on applicable database of suppliers, for the purchase of goods and services; including compulsory briefing and site inspections; facilitate the evaluation and adjudication of quotations and open bids; facilitate conclusion of contracts / service level agreements with bidders;compile consolidated bid statistics for Financial Management.
Provincial Purchasing Management: Maintain, where delegated, entity and individual statuses on the system; process specifications, and support acquisition management with the selection of vendors for RFQs, based on a prescribed system; process requisitions into purchase orders; commit orders for payment on the payment system.
Provincial Contract Management: Manage provincial contracts / service level agreements with bidders in relation to-progress with assigned projects; completion of projects; extension of project durations; cession of contracts; termination of contracts; non-compliance and non-performance.
Travel and Office Services: Operational management of the assigned vehicles; manage receipt of inwards goods (i.e. non-procurement deliveries), mail, and courier service; implement and provide travel and accommodation booking service for the provincial electoral office.
Provincial Facilities Management: implement responsibilities regarding strategy, staff management, key stakeholder and business relationships, financial and project management, on facilities; facilitate major and minor building projects (i.e. repairs, maintenance, refurbishments, heating, air conditioning, etc.), including contracts so that projects are delivered within budget and timeframe; facilitate all buildings’ compliance requirements are met and are up to date, including environmental, health and security standards; implement access to provincial electoral offices’ facilities, including management of security, and parking, at all facilities and temporary facilities (e.g. ROCs); supervise cleaning contracts for all sites / facilities of the provincial electoral office; implement office and facility relocations, including co-ordinating exchange and signing of lease agreements; implement Business Recovery and Continuity Plans for all facilities in the province.
Human Resources Management: Ensure employees follow policies and procedures; Inform employees, about new policies and programmes from management; provide clarity and support to employees with regard to new policies, programmes, and actions; regularly review needs of employees, ensure employees are oriented to the Electoral Commission, its policies, facilities; provide ongoing feedback about employees’ performance; attend to both line function and supervisory responsibilities; Ensure a workplace culture that promote ethical practices, compliance to Code of Conduct and integrity;
Basic requirements: Matric/N3, an appropriate three year tertiary qualification (diploma or degree) with a minimum of 4 years relevant post qualification experience in the financial environment; knowledge of the Electoral Commission and election related matters; knowledge and understanding of the Public Financial Management Act (PFMA), Treasury Regulations and other relevant legislation; knowledge of accounting principles, SAP systems and budget processes; good verbal and written communication skills; excellent financial administration and accounting skills; knowledge and understanding of the Public Financial Management Act (PFMA), Treasury Regulations and other relevant legislation; good computer literacy and excel skills; good interpersonal skills and a high level of ethical conduct; willingness to travel extensively and a valid driver’s license is compulsory.

The purpose of the position is to provide human resources generalist services to the province and ensure compliance with the Electoral Commission’s HR Policies and Procedure. This position report to the Deputy Manager: Corporate Services.
Key performance areas:
Human Resources Administration: Perform administrative tasks to manage human resource records by maintaining an effective filing and retrieval system; manage and report on conditions of service for employees including leave, service benefits, etc; manage Employee Wellness Program (EWP) activities as well as the implementation of occupational health and safety legislation and programmes in the province.
Recruitment and Selection: Manage and report on the recruitment and selection process including appointments and terminations; manage and coordinate advertising, shortlisting and interviews; ensure adherence to EE targets and compliance with all relevant legislation; report on regional HR deliverables; manage risk assessments and report on appointment of Municipal Electoral Officers (MEOs).
Labour Relations: Manage the facilitation of and advise on employee relations matters such as grievances and disciplinary processes; institute preliminary and full investigations; manage/escalate appeals against findings of, and sanctions imposed by disciplinary hearings; manage the processes of disputes resolution including representing, or arranging representation, at the CCMA (conciliations and/or arbitrations); communicate resolutions and decisions of the bargaining forum to employees in the province in order to carry out administrative and team leadership tasks to ensure the provision of sound employee relations and people management.
Employment Equity: Ensure compliance with the Employment Equity Plan of the Electoral Commission and adherence to the Employment Equity targets.
Policy Development: Ensure compliance with the policies of the Electoral Commission and facilitate the development of policies as per the need identified.
Compensation Administration: Manage compensation and conditions of service of employee benefits e.g. pension, medical aid allowances etc; Provide guidance and advice to staff on pay decisions, as well as salary structuring; manage the administration of compensation.
Provincial Employee Training: Manage provincial staff development; facilitate training sessions for provincial staff whenever there are changes in electoral procedures and technology; assess provincial training needs, and facilitate their incorporation into the Workshops Skills Plan of the Electoral Commission; ensure that employees are diversely skilled and able to respond to evolving demands of the province’s electoral environment.
Election Staff: Manage and report on training of temporary staff appointed for specific electoral events, such as elections, by-elections, and voter registration in the province; manage training of master trainers and elections staff in the province.
Facilitate and implement HR Projects: Coordinate and report on workshops on the performance management process; conduct quality assurance checks and prepare reports on performance contracts and evaluations; facilitate change management process through implementation of HR Projects.
Risk Management: Manage and provide relevant reports on risk findings in the human resource administration environment.
Financial Management: Prepare and plan budget projects and submit formal reports on deliverables; assign and monitor budgets to regional offices.
People Management: management and training and development of subordinates in office; manage performance of subordinates and implement corrective measure where required; Effectively respond to and resolve staff queries.
Basic Requirements: The successful candidate will require a Matric/N3 plus a related Bachelors’ Degree or three year National Diploma (in Human Resources Management; Industrial Psychology or related field), with 6 years relevant working experience within an HR environment public or private sector of which 4 years must be in a position with supervisory responsibility; knowledge and understanding of relevant policy and legislation; knowledge of team leadership; knowledge of performance management and human resources principles and regulations; good governance; strong advisory and coaching skills; strong administration and coordination skills; excellent communication, interpersonal, people and organization skills; good facilitation and presentation skills; knowledge of Labour Relations Act, Basic Conditions of Employment Act and PFMA; understanding of Electoral Commission’s delegation of powers; knowledge of the SAP System; organisational & change management skills; good project management and financial skills; change and good governance leadership skills; good stakeholder relation skills; willingness to travel extensively and a valid driver’s license is compulsory.

The purpose of the position is to implement projects, tasks and activities of the local/municipal electoral office in accordance with the prescribed IEC guidelines and budgets of the regional office. This position reports to the Regional Assistant Manager.
Local Project Administration: Develop, implement and monitor in collaboration with the Regional Assistant Manager, annual tasks and standardized activity framework and controls that support the regional office’s implementation plans in attaining set targets and objectives . The purpose of the position is to implement projects, tasks and activities of the local/municipal electoral office in accordance with the prescribed IEC guidelines and budgets of the regional office. This position reports to the Regional Assistant Manager.
Local Project Administration: Develop, implement and monitor in collaboration with the Regional Assistant Manager, annual tasks and standardized activity framework and controls that support the regional office’s implementation plans in attaining set targets and objectives . Ensure a workplace culture that promote ethical practices, compliance to Code of Conduct, and integrity.
