,In its ongoing efforts to support Syria’s recovery and economic revitalization, the International Labour Organization (ILO) is inviting qualified professionals to apply for the position of Planning, Monitoring, and Evaluation (PME) Officer, based in Damascus. This critical role is designed to ensure the effective implementation, oversight, and assessment of various programmes aimed at fostering decent work, social protection, and livelihoods in the post-crisis context.

Position Overview

With a grade of P3, the PME Officer will play a vital role in supporting the development, monitoring, and evaluation of the ILO’s Programme of Support (PoS) in Syria. The successful candidate will oversee the quality control of project activities, coordinate with various stakeholders, and ensure that the organization’s initiatives align with both national priorities and international standards. The position, a fixed-term contract for one year, reflects ILO’s commitment to agile, results-focused programming in the region.

Context and Strategic Importance

Syria continues to face complex recovery challenges after years of conflict, with a pressing need for sustainable employment opportunities, social protection reforms, and economic resilience. The ILO’s multifaceted engagement in Syria includes launching employment-intensive infrastructure projects in Aleppo, supporting social protection reforms in collaboration with UN partners, and conducting sector-specific skills assessments to foster employment in key industries like textiles.

In addition to these activities, the ILO is working closely with the Central Bureau of Statistics to develop a comprehensive Labour Force Survey (LFS), which will provide vital data to inform policy decisions and future interventions. As activities expand, the need for robust planning, monitoring, and evaluation mechanisms becomes paramount to ensure transparency, accountability, and measurable results.

Role and Responsibilities

The PME Officer will serve as a cornerstone in this effort, reporting directly to the ILO Syria Country Coordinator and working in close collaboration with the Regional Programming Unit (RPU) in the Regional Office for Arab States (ROAS). Their core responsibilities will include:

  • Ensuring quality assurance and methodological support across all project activities, including monitoring, evaluation, and impact assessments.
  • Supporting the design and implementation of baseline studies, assessments, and surveys, ensuring adherence to international standards.
  • Coordinating with project teams, technical units, and partners to develop results-based monitoring frameworks aligned with the Theory of Change.
  • Leading the review and evaluation of the Programme of Support, including strategic reviews and thematic assessments, in accordance with ILO’s evaluation policies.
  • Assisting the Syria Country Coordinator with reporting, documentation, and knowledge management, ensuring findings are effectively disseminated and used for decision-making.
  • Supporting resource mobilization efforts and policy dialogue with government, development partners, and stakeholders.
  • Building capacity within the ILO team on results-based management (RBM), monitoring tools, and evaluation methodologies.
  • Contributing to UN system-wide planning documents, including the UN Joint Workplan and Country Results Report, fostering a cohesive approach to Syria’s recovery strategies.

Qualifications and Skills

The ideal candidate will possess an advanced university degree (Master’s or equivalent) in economics, public administration, social sciences, or related fields. A minimum of five years of professional experience in programme or project management, monitoring, and evaluation—preferably at the international level—is required. Experience with socio-economic development projects, especially in fragile or conflict-affected settings, will be highly valued.

Proficiency in English is essential, and fluency in Arabic will be considered an asset. The candidate should demonstrate strong analytical skills, familiarity with international evaluation standards, and expertise in results-based management and logical framework approaches. Excellent organizational and communication skills, alongside the ability to work independently under pressure, are vital.
