Overview
The International Labour Organization (ILO) is currently seeking qualified candidates for the role of Administrative and Finance Assistant based in Jakarta. This position plays a vital role in the successful execution of the “Trade and FPRW in Indonesia: Realizing trade gains free from gender discrimination and child labour” (RealGains) project. The assistant will be employed under the technical cooperation framework and will support project activities that promote compliance with fundamental principles and rights at work in various industries in Indonesia.
Recruitment Framework
Under Article 4.2, paragraph (e) of the Staff Regulations, the procedures for filling vacancies in technical cooperation projects do not fall under Annex I of the Staff Regulations and are made through direct selection by the Director-General. Position Overview
The Administrative and Finance Assistant will be engaged in a 12-month fixed-term contract with the potential for renewal based on satisfactory performance, available funding, and ongoing operational needs. Technical cooperation appointments are not expected to lead to a career in the ILO, and there is no expectation of renewal or conversion to other types of appointments.
Compensation for external candidates will generally begin at the first step of the assigned grade, in alignment with existing ILO practices.
Project Context
The RealGains project is a three-year initiative funded by Employment and Social Development Canada (ESDC) and implemented by the ILO, aimed at enhancing compliance with fundamental principles and rights at work in Indonesia’s export sectors, including garments, footwear, palm oil, and lithium battery manufacturing. The project targets persistent issues of gender discrimination and child labour, seeking to protect the rights and wellbeing of women and children as trade expands in Indonesia.
Key Outcomes Include:
- Outcome 1: Implementation of gender equality measures ensuring safe and respectful work environments for women workers in export-oriented industries.
- Outcome 2: Strengthening national frameworks to eliminate child labour through enhanced prevention, enforcement, and monitoring practices.
- Outcome 3: Improved worker protection in critical export sectors with mechanisms to address fundamental principles and rights at work (FPRW) deficits and resolve labour disputes.
Moreover, the RealGains project will build upon the achievements of the preceding initiative, “Strengthening Industrial Relations in Indonesia” (SIRI), by further enhancing the capacity of trade unions to address grievances, promote gender equality, and engage in meaningful dialogue.
Reporting Line
The Administrative and Finance Assistant will report directly to the National Project Coordinator (NPC) and will work collaboratively with the Administration and Finance Units of the ILO in Jakarta and Bangkok to ensure smooth operations and effective financial management.
Description of Duties
The selected candidate will undertake the following key responsibilities:
- Maintain accurate project financial records and monitoring systems, ensuring timely reconciliation of expenditures and payments.
- Review financial and progress reports, verifying accuracy and completeness of documentation, and initiating correspondence to clarify any discrepancies.
Travel and Expense Management:
- Prepare travel request and claim forms for project team members, ensuring accurate entry of claims in the financial system.
Budget Preparation:
- Assist in estimating cost projections and compiling budget requirements, as well as preparing project budgets, revisions, and re-phasing needs.
Procurement Oversight:
- Understand and adhere rigorously to the ILO’s procurement guidelines and financial rules.
- Manage procurement processes for project supplies and equipment, ensuring appropriate inventory records and documentation are maintained.
Contract Management:
- Prepare Purchase Orders, Service Contracts, and collaborator contracts for administrative approval and documentation.
Administrative Support for Project Activities:
- Provide logistical and administrative support for capacity building, meetings, seminars, workshops, and events. Ensure proper documentation of expenditures for these activities.
Engagement with External Stakeholders:
- Liaise with government ministries and other constituents to facilitate project activities including meetings, seminars, workshops, and campaigns.
Documentation and Record-Keeping:
- Prepare routine correspondence and maintain comprehensive administrative files and official records, including a directory of contacts and partners.
General Administrative Duties:
- Perform additional tasks as assigned to support the project’s administrative and financial needs.
Required Qualifications
Education:
- Completion of secondary school education is mandatory. Formal training in accounting or finance and administration is advantageous.
Experience:
- A minimum of five years of progressively responsible experience in project finance and administration, preferably within a United Nations context or with an international organization.
- Familiarity with ILO financial, administrative rules, regulations, and procedures is highly desirable.
Language Proficiency:
- Excellent command of Bahasa Indonesia and good command of English are required.
Competencies
- Financial and Administrative Knowledge: Understanding of financial and administrative rules, procedures, and guidelines within an international context.
- Analytical Skills: Ability to analyze financial data, make sound judgments, and produce clerical accounting reports and statements.
- Attention to Detail: Demonstrated responsible behavior and meticulous attention to detail in all tasks.
- Confidentiality: Ability to handle confidential information discreetly and professionally.
- Technology Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with accounting software and systems.
- Interpersonal Skills: Ability to communicate effectively, build relationships, and interact tactfully with a wide range of stakeholders.
