Background

UN Women, established to uphold the principles of equality articulated in the Charter of the United Nations, is committed to eliminating discrimination against women and girls, empowering women, and ensuring that both women and men are treated as equals and are included as partners and beneficiaries in the spheres of development, human rights, humanitarian action, and peace and security.

The UN Women Regional Office for Arab States (ROAS) serves as a pivotal regional resource, facilitating UN Women’s operations across 17 countries within the Arab region. In alignment with UN Women’s comprehensive mandate, ROAS is dedicated to promoting gender equality and the empowerment of women in various contexts. The ROAS Strategic Note for 2022-2025 outlines a robust and innovative monitoring and reporting framework designed to assess and report on transformational results achieved in the region. This framework is instrumental in ensuring that gender equality is integrated into regional and global norms, promotes women’s leadership roles in policy-making processes, and supports gender-responsive governance, including gender statistics.

Key objectives of ROAS include establishing regulatory frameworks that enhance decent work prospects and enterprise development, particularly for women migrant workers, as well as fostering private sector engagement through initiatives like the Women’s Empowerment Principles. Furthermore, ROAS addresses critical issues such as the prevention and response to violence against women, ensuring that programming takes a gender-responsive approach to challenges like violent extremism, humanitarian needs, and the broader women, peace, and security agenda.

In 2025, the Regional Office is set to develop a new Strategic Note that will cover the period from 2026 to 2029, which will include a results framework and indicators aligned with global priorities, highlighting the regional operations’ impacts.

Position Overview

The Monitoring and Reporting Specialist will report directly to the Regional Coordination Specialist and collaborate closely with the Regional Strategic Planning Specialist, along with programme and monitoring staff in ROAS and Country Offices. This position is crucial for enhancing the effectiveness of the monitoring and reporting function, which supports the implementation of the Strategic Note and Biannual Work Plans, internal reporting processes, and donor reporting.

Description of Responsibilities / Scope of Work

The consultant will be responsible for a range of initiatives that strengthen the monitoring and reporting capacity of UN Women in the Arab States. Key responsibilities include:

  1. Developing Indicator Frameworks: Create innovative indicator frameworks and monitoring plans tailored to measure and report on UN Women’s coordination and normative mandates, including initiatives like the UN Gender Equality Acceleration Plan and engagement with the private sector (e.g., Nokia project).
  2. Capacity Building: Conduct training sessions and produce analytical research aimed at building capacities for gender-responsive planning, monitoring, and reporting within UN Women (both ROAS and Country Offices) and UN Country Teams (UNCTs), adhering to the standards established by the UN System-Wide Gender Equality Scorecard.
  3. Research and Analysis: Undertake in-depth research and analysis on the impact of the Gender Equality Marker as a tool for planning and report observed outcomes, reinforcing the strategic focus on gender equality.
  4. Corporate Reporting Support: Provide technical assistance for ROAS’s corporate reporting processes, including the preparation of mid-year and annual reports. This involves drafting, reviewing, and editing narratives, coordinating with HQ colleagues to ensure adherence to UN Women’s reporting standards, and meeting deadlines.
  5. Review of Donor Reports: Strategically edit and review donor narrative reports from ROAS and/or Country Offices, ensuring that they meet UN Women’s corporate standards for clarity, coherence, and impact.
  6. Additional Responsibilities: Perform related tasks as necessary, in alignment with the scope of this Terms of Reference.

Consultant’s Workplace and Official Travel

This consultancy is primarily home-based; however, should mission-related travel be required, UN Women will cover travel expenses per established procedures.

Required Qualifications

Education and Certification:

  • A Master’s degree or equivalent in data analysis, development, social sciences, public administration, gender studies, or a related field is essential.
  • Alternatively, a Bachelor’s degree accompanied by two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:

  • A minimum of seven years of progressively responsible experience in program monitoring, reporting, evaluation, or a related field is required.
  • Proven experience in gender and women’s human rights is mandatory.
  • Prior experience within the UN System is required, with a focus on the Arab States region being highly desirable.
  • Excellent analytical skills, a strong results orientation, and the ability to work independently are critical for success in this role.

Languages:

  • Fluency in English is required.
  • Knowledge of Arabic or French is an asset.
