,The Telecommunication Development Bureau (BDT) is seeking a skilled consultant to join its dynamic team focused on pioneering advancements in digital public services. The BDT plays a critical role in coordinating the International Telecommunication Union’s (ITU) efforts in developing and implementing ICT-focused policies, strategies, and technical cooperation activities aimed at promoting digital inclusion and driving transformative change in communities, countries, and regions around the world. About the BDT

The BDT is structured into four functional areas designed to maximize its impact on telecommunication development:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The Digital Networks & Society Department specifically focuses on critical areas such as spectrum management, cybersecurity, network development, and emergency telecommunications. This department is dedicated to supporting ITU Member States as they transition to digital societies, providing essential tools and guidance to address environmental challenges, promote innovation, enhance digital inclusion, and develop robust ecosystems that ensure nobody is left behind.

Background Information

In collaboration with other UN partners, the ITU is committed to advancing the adoption of Digital Public Goods (DPGs) and fostering thriving open-source ecosystems to enhance digital government services worldwide. The goals of this initiative include:

  • Developing an Open-Source Ecosystem Enablement Framework that will facilitate structural changes to accelerate the adoption of open-source technologies.
  • Initiating pilot projects in selected countries to establish local open-source technical capabilities as focal points for strengthening regional ecosystems.
  • Sharing knowledge and building skills through the creation of relevant training materials, knowledge products, and communities of practice that can be adopted by governments at various levels.

Role of the Consultant

Under the guidance of the Head of the Digital Services Division, the selected consultant will play a pivotal role in the “Open-Source Ecosystem Enablement for Public Services Innovation” project. Responsibilities will include:

  • Collaborating closely with project partners, advisory boards, and technical experts to develop and implement the Open-Source Ecosystem Enablement Framework in at least one country.
  • Engaging with relevant stakeholders to include them in activities and build a broad network of support for the project.
  • Conducting in-depth research and expert interviews to provide insights and recommendations in defined competency areas.
  • Drafting evidence-based recommendations supported by real-world country examples.
  • Facilitating capacity-building initiatives to orient stakeholders on developed recommendations while gathering feedback to inform future activities.
  • Supporting the execution of project goals, deliverables, KPIs, and timelines, focusing on priority actions.
  • Preparing informative progress reports and actively engaging in country-specific implementation efforts alongside government officials and experts.
  • Representing the project at global, regional, and national events to promote advancements and share outcomes with interested parties.

Expected Deliverables

As part of this role, the consultant will be responsible for delivering:

  • Comprehensive recommendations and best practices regarding the use of open-source technologies for public services.
  • Engaging events, presentations, and workshops to disseminate research outcomes.
  • Specific country studies analyzing the readiness for open-source adoption and ecosystem development.

Required Competencies

The ideal candidate will possess a robust understanding of the implementation of open-source solutions for digital public services, particularly in resource-constrained environments. Candidates should have experience in one or more of the following areas:

  • Enabling policies for open-source software and digital public goods.
  • Existing DPGs for public services and associated support structures.
  • Institutional frameworks for PGP adoption in public governance.
  • Best practices in building secure, standards-based digital infrastructures.
  • Change management practices for driving internal cultural shifts.
  • Management of open-source projects and community development.
  • Economic and technical benefits associated with using open-source solutions for public services.

Qualifications Required

  • Education: A university degree in engineering, economics, law, education, management, telecommunications, ICTs, or a related field. An advanced degree is preferred.
  • Experience:
  • At least three years of experience in leveraging open-source technologies for digital government services.
  • A comprehensive understanding of open-source software, digital governance, and enterprise architecture.
  • Experience advising governments and international organizations on digital transformation initiatives is advantageous.
  • Proven expertise in drafting functional requirements and technical guidance for digital services that utilize open-source technologies.
  • Familiarity with policy and governance issues related to open-source development and implementation at the country level will be a plus.
  • Strong management capabilities and experience coordinating technical expert groups.
  • Languages: Fluency in English at an advanced level is required.

Remuneration Information

The consultant’s daily rate will be determined based on their experience:

  • 3 to 4 years of experience: US$ 185
  • 5 to 6 years of experience: US$ 230
  • 7 to 9 years of experience: US$ 280
