Research Focus of the Social & Economic Policy Unit

As part of UNICEF Innocenti, the Social & Economic Policy (SEP) unit focuses its research efforts on critical issues such as social protection, child poverty, and public finance. The work carried out by the SEP unit is vital in shaping effective policies and interventions that address the social and economic challenges faced by children and families.

Opportunity for Consultants: A Dynamic Roster

UNICEF Innocenti is currently establishing a Roster of Consultants comprised of pre-qualified candidates who will be engaged to provide a diverse range of research services on a flexible basis. These services may include:

  • Quantitative and Qualitative Data Collection: Conducting surveys, interviews, and focus groups to gather relevant insights.
  • Data Analysis: Employing statistical tools and methodologies to analyze data, be it quantitative or qualitative.
  • Literature Reviews: Evaluating existing research to identify trends and gaps.
  • Writing Research Outputs: Producing high-quality reports, policy briefs, and academic articles that convey research findings effectively.

Desired Skill Sets for Consultant Positions

The SEP unit is calling for candidates who possess expertise in one or more of the following areas:

  1. Quantitative Skillset: Specializing in impact evaluations of cash transfers and social protection interventions in low- and middle-income countries.
  2. Qualitative Skillset: Expertise in conducting impact and process evaluations of cash transfer programs and other social development initiatives.
  3. Public Finance: Proficiency in budget analysis, macro-econometrics, and micro- and macro-simulations.
  4. Political Economy Analysis: Insightful analysis of political factors affecting economic conditions and social policies.
  5. Data Science and Analytics: Application of machine learning and big data analytics in research.

Application Process and Eligibility

Candidates interested in joining the Roster can apply until the end of 2025. The evaluation of applicants will occur quarterly, with an initial screening conducted one month after the opening of this announcement. Individual candidates will be matched against the qualifications and competencies for their selected skillsets. To be included in the Roster, applicants must meet the minimum skills and experience requirements and achieve a minimum score of 70 points based on technical criteria such as:

  • Educational Background: Relevance to the selected skillset and Tier level (max. 20 points).
  • Professional Experience: Demonstrated research experience in the selected skillset (max. 40 points).
  • Research Outputs: A history of drafting high-quality research products (max. 25 points).
  • Relevant Experience: Past work with UNICEF, international organizations, or national partners (max. 15 points).

UNICEF Innocenti may also require candidates to take a technical test as part of the selection process.

Important Considerations

Membership in the Roster of Consultants does not guarantee a contract with UNICEF Innocenti. Contracts and rates will be negotiated based on specific project needs. Selected consultants will receive detailed Terms of Reference for assignments that may arise between March 2025 and March 2028.

How to Submit an Application

Interested candidates must follow these steps to apply:

  1. Online Profile: Complete the online application profile, listing three references.
  2. CV Submission: Attach a CV (no photographs) that includes a comprehensive list of relevant publications with accessible links.
  3. Covering Letter: Draft a cover letter of no more than two pages that includes:
  • The skillset(s) for which the candidate wishes to be considered and necessary qualifications for that skillset.
  • Availability during 2025.
  • An all-inclusive daily rate for consultancy services.
  1. Evaluation Reports: Include at least two evaluation reports from previous consulting assignments if available.

Applications missing any of the above elements will not be considered. The deadline for the initial screening is set for one month from the date of this announcement.
