SALARY:

Minimum R1 379 607 .00 – Midpoint R1 632 671.00 – Maximum – R1 834 374.00

TERM OF OFFICE:

Fixed term employment not exceeding a period ending one (01) year after the election of the next Council of the Municipality, as per section 57(6) (a) of the Local Government: Municipal Systems Act, as amended.

QUALIFICATION REQUIREMENTS: An NQF Level 7 bachelor’s degree in public administration / political sciences / social sciences / law, or equivalent, have completed Municipal Finance Management Programme (MFMP) SAQA Qualification ID No. 48905 or be in a possession to complete such a programme within 18 (eighteen) months from date of appointment. A valid Code B/EB driver’s license required.

EXPERIENCE REQUIREMENTS: Minimum of 5 (five) years’ experience at a senior management, with proven successful institutional transformation within public or private sector in governance, financial administration, and strategic statutory reporting.

KNOWLEDGE AND SKILLS: Knowledge of corporate governance, auditing, risk management and local government legislation with specific reference to financial management and auditing. Full compliance with Municipal Regulations on Minimum Competence levels 2007. Sound knowledge and expertise in financial management discipline is essential, which includes but not limited to commerce, accounting, financial administration. treasury regulations, budgeting, information systems, procurement, and transformation, advanced knowledge and understanding of relevant policy and legislation, advanced understanding of institutional governance systems and performance management, advanced understanding of council operations and delegation of powers.

DUTIES:

The appointed Municipal Manager shall primarily be responsible for the overall administration of Nkangala District Municipality, including implementing council policies, managing finances, overseeing service delivery, ensuring compliance with legislation, and monitoring the performance of the municipality to achieve its strategic objectives. Shall further serve as a primary link between the municipal council and the administration team.

Key duties of the Municipal Manager shall among others include:

  • Strategic Leadership:

Providing strategic direction to the municipality, aligning operations with the council’s vision and policies.

  • Implementation of IDP:

Ensuring the municipality’s Integrated Development Plan is effectively implemented and monitored.

  • Performance Management:

Tracking and evaluating the performance of the municipality against set targets, including service delivery and financial performance.

  • Financial Management:

Overseeing the municipality’s finances, including budgeting, expenditure control, and ensuring compliance with financial regulations.

  • Staff Management:

Managing and supervising all municipal staff, including recruitment, performance reviews, disciplinary actions, and maintaining positive labour relations.

  • Community Engagement:

Facilitating community participation in municipal decision-making and addressing community concerns.

  • Compliance with Legislation:

Ensuring the municipality adheres to all applicable national and provincial legislation.

  • Risk Management:

Identifying potential risks to the municipality and implementing mitigation strategies.

  • Internal Audit:

Overseeing internal audit functions to ensure the efficiency, effectiveness, and legality of municipal operations.

  • Communication:

Acting as a key communicator between the municipal council, staff, and the community.

  • Committee Oversight:

Supporting and ensuring the effective functioning of municipal committees.

The Nkangala District Municipality is a Category C municipality in the Mpumalanga Province. It is one of the three districts in the province, making up 22% of its geographical area. It is comprised of six local municipalities: Victor Khanye, Emalahleni, Steve Tshwete, Emakhazeni, Thembisile Hani, and Dr JS Moroka. The district’s headquarters are in Middelburg. Nkangala is at the economic hub of Mpumalanga, and is rich in minerals and natural resources. The district is host to the Maputo corridor which brings increased potential for economic growth and tourism development.

Nkangala district neighbors provinces like Limpopo, Gauteng and Northwest. The proximity to Gauteng opens up opportunities to a larger market, which is of benefit to the district’s agricultural and manufacturing sectors. There is further potential in exporting goods that provides opportunities within the district.

The Districts economy is dominated by electricity, manufacturing and mining. These sectors are followed by community services, trade, finance, transport, agriculture and construction. Nkangala prides itself on having a high credit rating and a low credit risk. Good governance ensures that Annual Financial Statements and Unqualified Audit Reports are prepared on time. Through responsible financial management (the municipality is rated as an A1 in terms of national ratings), Nkangala has been successful in allocating a significant investment in municipal infrastructure in the district, with particular emphasis on water related projects. However, Nkangala is not exempt from the difficulties facing all municipalities in South Africa. Poverty and unemployment in the rural areas are a major threat to socioeconomic growth.
