Brief Description
The successful candidate will provide professional, objective research, information, administrative, coordination, logistical, and liaison support to the Secretary to Parliament (STP) to ensure that the STP receives the appropriate and adequate support timely in executing his/her responsibilities.

Job Requirements
Bachelor’s degree in commerce/ Business Science/ Public Administration/ or related qualification [NQF Level 7] plus five years Executive Assistance experience.

Payroll Clerk

Brief Description
As the Payroll Clerk, you will be required to analyse, administer and maintain the payroll function and its activities as required by the Financial Management of Parliament and Provincial Legislatures Act (FMPPLA) and the relevant policies and procedures of Parliament.

Detailed Description
Payroll Administration and maintenance • Receive requests to update/change, analyse the requests to ensure authorisation • Analyse requests for Members’/Staff salary increases and implement requests • Process journal entries • Administer and ensure pay runs are executed without errors Processing and payment of salaries/salary-related payments to third parties • After HR has completed their processing, submit the pay run • Review the pay run for completeness and check for errors • Run the ACB (Automated Clearing Bureau) report and Gross to Nett Summary report • Prepare final payroll • Prepare and email third party schedules pension, medial aid, insurance, etc. • Prepare payment vouchers and capture the advance payments in the system based on the received supplementary payment requests • Clear the control account with regards to these payments in the next pay run Support Services • Receive queries • Analyse and investigate information • Provide advice on salary and tax matters Reconciliations and reporting • Generate payroll reports • Analyse reports for discrepancies • Implement corrective action • Prepare payroll reconciliations & tax reconciliations and provide to Supervisor for review

Job Requirements
To qualify, you must: Be in possession of a National Diploma in Finance/Accounting or related qualification (NQF Level 6) including 3 years’ relevant experience

You must also demonstrate: • Knowledge of Parliamentary policies, systems and procedures • Knowledge and understanding of the FMPPLA and the relevant financial and accounting guidelines, principles and procedures • Sound written and verbal communication skills • Ability to organise information, strong attention to detail and accuracy • Ability to easily adapt to the changing work environment and work under pressure • Working knowledge of software applications including Microsoft Word, Excel, PowerPoint, Outlook and Payroll Software (preferably Oracle)

As the Internal Audit Supervisor, you will provide a comprehensive internal audit and advisory services at Parliament.

Detailed Description
Execute the Internal Audit Plan • Execute the assigned audit projects in the IA Plan. • Develop quarterly plans for the delivery against the assigned audit projects. • Periodically report to the manager on the delivery against the quarterly plans. • Implement strategies to mitigate the risk of non-delivery against the IA Plan. Plan and execute audit projects • Develop project plans in consultation with the manager and monitor the implementation thereof. • Gather understanding of the client environment through documentary analysis, interviews and other relevant techniques. • Perform a high-level risks and control assessment of the auditable area. • Develop and monitor the implementation of audit programmes to ensure the achievement of audit objectives. • Develops audit reports based on the results of the audit procedures executed. • Quality management of audit in line with the applicable professional standards and methodologies. • Reports periodically to the manager on the achievement of project plans. Supervise and lead work teams • Facilitate team goal setting. • Monitor the achievement of the team goals as well as its productivity. • Enter into performance contracting with the assignment staff members. • Allocates and distributes work. • Manage team and individual performance and appraise team members • Inculcating team work to Account for the team deliverables through the reporting structures. • Review and assess staff performance and identify areas of development. Job Requirements
To qualify, you must have a 3 year B-Degree or B-Tech in Internal Audit or related studies (NQF Level 7). CIA or related certification will be an added advantage. This should be coupled with 5 years’ of internal audit experience (public sector related experience and professional membership with the IIA will be an added advantage).
