The Opportunity: Strengthening GBV Prevention and Response

Funded by the Swiss Agency for Development and Cooperation (SDC), the Gender-Based Violence (GBV) Prevention and Response Project in Ethiopia’s Somali region aims to foster a resilient ecosystem that effectively addresses GBV among at-risk populations. The project specifically targets issues like child marriage, sexual assault, sexual exploitation, and Female Genital Mutilation (FGM), all of which are prevalent in the region.

The region faces compounded vulnerabilities due to climate change-induced disasters and human-made crises, which exacerbate GBV risks and limit access to essential health, social, and economic services. The project’s strategy involves community engagement to shift social norms, building solidarity with survivors, and establishing referral linkages to One-Stop Crisis Centres. It also emphasizes capacity building for local women-led organizations (WLOs) and networks, fostering a sustainable ecosystem that ensures survivors receive comprehensive support.

The Role of the Project Coordinator

The Project Coordinator will hold a pivotal role in ensuring the successful implementation and management of this vital project. Based in Jigjiga, the Coordinator will oversee all aspects of project delivery, working in close collaboration with government sectors—including health, women’s affairs, social development, education, and finance—as well as with local NGOs, community structures, and Women-Led Organizations (WLOs).

A core part of their responsibilities will be to provide technical guidance and support, drawing on expertise from the GBV and Sexual and Reproductive Health and Rights (SRHR) sectors within Plan International Ethiopia. The Coordinator will also closely work with technical advisors, program quality teams, MERL specialists, and operational staff to ensure that project activities meet quality standards, achieve results, and adhere to donor requirements.

Key Responsibilities

The Project Coordinator will be responsible for:

  • Overall Project Management: Leading the planning, implementation, monitoring, and evaluation of project activities, ensuring alignment with organizational standards and donor expectations.
  • Financial Oversight: Managing project budgets (exceeding €1 million), ensuring compliance, and overseeing financial reporting.
  • Stakeholder Engagement: Building and maintaining strong relationships with government agencies, local CSOs, WLOs, community leaders, and partners.
  • Capacity Building: Strengthening the skills and capacities of local organizations and government stakeholders to sustain GBV prevention and response efforts.
  • Safeguarding & Inclusion: Embedding feminist principles, safeguarding children and young people, and promoting gender equality and social inclusion in all project activities.

The Ideal Candidate

To excel in this role, the candidate will have:

  • A Bachelor’s or Master’s degree in Sociology, Social Work, Public Health, Gender Studies, Project Management, or related fields.
  • At least five years of substantial experience, including three years in project management within development or humanitarian settings, preferably under INGOs.
  • Proven experience managing large, donor-funded projects involving multiple stakeholders.
  • Expertise in GBV, child protection, SRHR, and gender equality initiatives.
  • Strong capacity building skills, with experience working closely with local CSOs, government sectors, and traditional or religious leaders.
  • Knowledge of international development and humanitarian principles, policies, and best practices.

The successful candidate will demonstrate a deep understanding of safeguarding policies and a commitment to embedding these principles into all aspects of the project. This role is based in Jigjiga, Ethiopia, and is classified as a SDC-funded project. The position reports directly to the Project Lead and falls under Grade D1.
