,UN Women, the United Nations entity dedicated to gender equality and women’s empowerment, has announced an opening for a highly qualified Programme Final Evaluation Consultant. This role is pivotal in assessing the impact and effectiveness of a significant peace and security initiative in the Middle East and North Africa (MENA) region, aiming to enhance women’s leadership in peacebuilding and political processes.
Context and Background
Grounded in the principles of equality outlined in the UN Charter, UN Women’s mission is to eliminate discrimination against women and girls, empower women, and promote gender equality across development, humanitarian efforts, and peace and security. Since November 2022, UN Women has been implementing a comprehensive programme titled “Enhancing Women’s Leadership for Sustainable Peace in Fragile Contexts in the MENA Region – Phase III”. This initiative is supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
This programme has been instrumental in elevating the role of women in peace and security contexts—an area often fraught with challenges. It has successfully increased women’s participation in high-level peace negotiations, political transitions, and peacebuilding processes across Iraq, Libya, Syria, and Yemen. The programme’s multi-level approach spans global, regional, and national levels, fostering partnerships and knowledge-sharing to influence policy and practice.
Purpose of the Evaluation
As the programme enters its third phase, UN Women seeks an independent evaluation to measure its successes, identify challenges, and provide strategic insights for future interventions. This assessment will inform UN Women’s ongoing efforts to promote gender-inclusive peace processes and will serve as a foundation for designing sustainable, impactful future projects.
Key Responsibilities
The selected Evaluation Consultant will lead the entire evaluation process—from preparing an inception report to delivering a final comprehensive report by December 2025. This involves analyzing the programme’s relevance, effectiveness, efficiency, sustainability, and impact, applying OECD DAC criteria through a gender-responsive and human rights-based lens. The evaluation will incorporate diverse data collection methods, including desk reviews, interviews, focus groups, and surveys, some of which may require Arabic interpretation.
The consultant will coordinate closely with UN Women’s regional and country offices, GIZ, and other key stakeholders, ensuring a participatory and transparent process aligned with UN and GIZ evaluation standards. They will prepare various deliverables, including an inception report, interim presentations, draft and final evaluation reports, and a presentation summarizing key findings.
Qualifications and Experience
UN Women emphasizes the importance of a candidate with a robust academic background—a Master’s degree in evaluation, social sciences, or related fields—with at least ten years of progressive experience in developing and conducting evaluations of development and gender equality programs. Prior experience with UN evaluations, gender-sensitive methodologies, and work in the MENA region are highly desirable. Fluency in English is mandatory, while proficiency in Arabic is an asset, given the regional focus.
The ideal candidate will demonstrate strong analytical skills, knowledge of evaluation tools and techniques, and a comprehensive understanding of gender and human rights issues. Certification in project or program management (such as PMP® or PRINCE2®) is considered an advantage.
