SECTION MANAGER: COMMUNICATION PRODUCTION AND PUBLISHING (IRC6613)

JOB SUMMARY
The successful candidate will be responsible to provide effective leadership and management of the Parliamentary Communication Production and Publishing Section to ensure that Parliament optimally utilises its production, publication, social media and broadcasting platforms and channels to engage meaningfully with its target audience in support of the Institution’s strategic objectives and Communication Strategy. This includes the management of Parliament’s brand entity to ensure that it is promoted and marketed in a positive light towards strengthening its overall brand promise and image.
YOUR KEY RESPONSIBILITIES WILL BE:
- Multimedia Design and Production
- Publications Production
- Publishing and Broadcasting
- Marketing and brand management
- Operational Planning and Reporting
- Financial management
- Human Resource Management
TO QUALIFY, YOU MUST HAVE:
- A Grade 12 or NQF level 4 with a Relevant Postgraduate Degree/Diploma in Communications / Digital Marketing / Marketing / Media Production / Brand Management
- 8-Years relevant experience of which at least 5 years must have been at management level in a similar role.
IN ADDITION, YOU SHOULD BE ABLE TO DEMOSTRATE THE FOLLOWING SPECIAL REQUIREMENTS AND JOB-RELATED SKILLS AND COMPETENCIES:

- Extensive knowledge of the use, management and application of communications platforms and channels including social media platforms
- Extensive knowledge of editorial governance structures and processes
- Excellent knowledge and understanding in the development of multi-Media materials and productions
- Excellent knowledge and experience in marker segmentation, competitive analysis, and managing brand lifecycle
- Excellent experience and knowledge in working on social media and other organisational digital publishing platforms
- Excellent content development skills
- Knowledge of the Financial Management of Parliament and Provincial Legislatures Act (FMPPLA)
- Knowledge and understanding of the role and functions of Parliament
- Demonstrated ability to design and implement Communications and marketing strategies
- Excellent planning and organising skills
- Strong project management and programming skills
- A wide degree of creative latitude
- Well demonstrated leadership and people management skills
- Excellent report writing and presentation skills
