Introduction
The position of Senior Manager: Compliance & Transaction Services is vacant. The Senior Manager: Compliance & Transaction Services will report directly to the Chief Administration Officer and form part of the Administration and Transaction Services (ATS) division. The position is based at the Head Office in Pretoria.
The remuneration package for this position is R 2 016 382 per annum negotiable based on qualifications and experience.

Duties & Responsibilities
The Senior Manager: Compliance & Transaction Services will be required to provide support to the Chief Administration Officer through the implementation of the following Key Performance Areas (KPAs):
- Management of the divisional compliance plan activities and budget.
- Maintaining divisional provider contracts and performance against SLA’s.
- Assessment and mitigation of all operational risks within the contracts and operations environment.
- Drive risk mitigation initiatives.
- Management of Staff.
- Ensure the alignment of all Compliance, Contracts, Risk and Audit related work to the Scheme’s strategic and operational work plans.
- Exhibit Ethical Leadership traits and always adhere to GEMS Policies, procedures and mandates.
- Develop and maintain a risk-based compliance management framework for ATS.
- Track, monitor and report on all key contract compliance, risk and audit requirements within the ATS division; Mitigate the risks and findings.
- Establish and maintain strong relationships with internal (GEMS management) and external stakeholders (including Service Providers).
- Coordinate and collaborate with other assurance providers on and processes as necessary; and
- Proactively handle additional duties as reasonably requested by the Chief Administration Officer from time to time.
Desired Experience & Qualification
Qualification requirements are:
- Minimum 4 years Legal Degree NQF Level 7.
- A post-graduate qualification in, e.g. Contract Management is required.
- At least 8 years of functional work experience with 5 years Management experience in the development of contracts, management of compliance, risk and audit, and presentation of management reports and legal reports.
- Minimum 5 years work experience in the healthcare funding/medical scheme industry/contracting/compliance/risk management environment.

- Must be in possession of a valid driver’s license and own vehicle and be willing to travel at short notice.

The introduction of GEMS
The beginning of GEMS was a historic moment when in 2002, the Cabinet approved a framework policy on a restricted (closed) medical scheme for further development by an interdepartmental working group (departments of Public Service and Administration, National Treasury, Health, Education, Correctional Services and SAPS).
The approved framework policy centered on the principles of equity, efficiency and differentiation:

GEMS was registered on 1 January 2005 specifically to meet the healthcare needs of government employees. GEMS compliments the current public health infrastructure
The implementation of GEMS also supports the work performed by the Department of Health on National Health Insurance and the establishment of the Risk Equalisation Fund.

By enrolling members on our Tanzanite One option, additional revenue streams for public healthcare facilities and the public private partnerships will be created.
More medical scheme beneficiaries and increased revenue that will be generated in the private healthcare sector; and a reduction in the pressure on many of our public sector facilities that so many of our citizens are dependent on for the provision of essential healthcare services.
