Purpose of the position:The Data Monitor reports to the Project Manager and leads all M&E activities within the district, i.e. data quality, data usage, data analysis and reporting. Minimum Requirements | • Matric • 2- 3 years’ experience in data management (maintaining and/or updating databases; data verification / quality assurance experience and/or training) • 2 -3 years’ data analysis experience • Experience with reporting on TB/HIV indicators and/or DOH statistics • Intermediate level computer skills including MS Office • Proficiency in English and another African language • 3 years’ experience with HIV, AIDS and STI programme data; TIER.Net, DHIS and information management background • Proficiency in English and isiXhosa • Valid code 08 driver’s licenseClear criminal record |
Duties and Responsibilities | M&E System and Process Development • Build and maintain partnerships with all stakeholders, including provincial and district Departments of Health (DoH) staff and non-governmental organisations (NGOs) to ensure effective implementation of health information policies and systems in support of district health service delivery • Co-ordinate the collection, analysis, presentation and appropriate utilisation of district health and management information at facility, sub-district (community) and district levels as well as timeous submission of required data to provincial level • Develop M&E tools, SOPs and systems for specific programme areas (in accordance with the M&E and Data Management Framework) • Ensure and monitor compliance to M&E and Data Management plans, frameworks, SOPs as well as data management processes • Work with Programme Management and Clinical staff to develop site or programme specific M&E strengthening plans • Support the development and implementation of electronic database management systemsData Verification and Routine Data Quality Assessments • Conduct on site data verification visits and data quality audits • Maintain a database of all audit activities and monitor the implementations of the action plans • Ensure that the correct source documents and tools are used • Systematically assess the M&E systems of and recommend improvements and monitor the implementation of the recommendations • Monitor and track changes in data quality across time and sites • Compile reports on site visits and develop data quality improvement plans • Monitor compliance to data quality improvement planHuman Resources and Capacity Building • Ensure that Programme are capacitated to adhere to M&E and data management requirements • Support the enforcement of THC’s disciplinary code where M&E staff are involvedData Review and Usage • Promotes data usage for continuous quality improvement through feedback, training and capacity building activities at both health facility and community levels through regular monthly and quarterly data review meetings to develop staff capacity to enable them to analyze and interpret generated data on overall program quality and to facilitate evidence based decision making. • Support the development on data usage plans to improve programme quality and monitor the implementation of such plans.Analysis • Collects, validates, analyzes, interprets, and summarizes data collected from the facility based programmes and community based program staff in preparation for generation of reports as well as merge, modify and edit data files as needed for analysis. • Support the development of slides and reports on district performance • Support evaluation activitiesReporting • Reports on progress and achievements timeously at programme level, by compiling accurate reports for funders and stakeholders, this includes weekly, monthly, quarterly, semi-annual and annual reports as well as ad-hoc reports |
