CHIEF RISK OFFICER (CRO)

(5-year fixed-term contract)
Total Guaranteed Pay: Market-related

Applications are invited from suitably qualified candidates
for the Chief Risk Officer (CRO) position at TCTA.

The CRO is a strategic leader responsible for
spearheading the Risk, Compliance, Legal and Ethics
functions and ensuring strategic alignment across these
critical areas. The successful candidate will work closely
with the CEO and the Board of Directors. As a member of
EXCO, the CRO will contribute strategically and
effectively to the achievement of TCTA’s strategic
objectives.

The incumbent must demonstrate strong ethical
leadership and technical proficiency in risk, compliance,
ethics and legal management. Understanding and
appreciating the value of engagements with external
stakeholders and TCTA employees is key. Resilience and
passion in relationship management are essential, as is
the ability to thrive in complex environments, such as
mergers. Experience in state-owned enterprises and
knowledge of the water sector will be advantageous.

Purpose of the Role:
The role of the CRO, among other things, is to lead,
coordinate, integrate and implement Risk, Compliance,
Ethics and Legal activities within TCTA.
The key requirement of this role is to ensure that TCTA
adheres to the highest standards of governance and that
risk is always managed on an integrated basis across the
organisation.

Key performance areas:

  1. Effectively lead and oversee the Risk, Legal, Ethics
    and Compliance departments.
  2. Align the work of the mentioned departments to the
    organisational strategy and introduce significant
    systematic improvements to ensure that TCTA
    upholds good governance.
  3. Develop and maintain key strategic professional
    relationships (e.g., with the Department of Water and
    Sanitation, the National Treasury and Funders).
  4. Manage the strategic resourcing and development of
    skills and capability within the reporting departments.
  5. Ensure management of legal risks emanating from
    business operations (e.g., projects, project finance,
    land acquisition).

Requirements, Compulsory:

  • NQF Level 8 qualification in Business Science
    (Economics, Business Management, Accounting or
    the equivalent) or Law
  • Minimum of 12 years’ experience, of which five must
    be at senior management level.

Advantageous:

  • Master’s degree (e.g., MBA or the equivalent).
  • Executive Development Programme.
  • Substantial experience as a Chief Risk Officer.
  • Experience in PFMA, water sector and/or mergers.

ASSISTANT ACCOUNTANT

The purpose of this role is to:

  • To maintain the integrity of financial information, compliance with IFRS, TCTA’s policies and
    procedures and applicable legislation, in support of sound financial control and discipline.

THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:

  1. Responsible for monthly reconciliations, including amongst others:
  • Preparation
  • Clearing unresolved Issues
  • Timeous reporting
  • Red flag issues and
  • Escalation of issues
  1. Preparation of reconciliations and disclosure requirements specifically required for the yearend appropriate disclosure,
  2. Responsible for the Fixed register (all TCTA movable assets).
  3. Invoicing.
  4. Month-end and Year-end journals.
  5. Back-up to Bookkeeper/ Accountant.
  6. Internal controls & Year- end processes. Maintain the highest standard of internal control
    environment.
  7. Resolution of internal and external audit findings.
  8. Organizational Participation.

REQUIREMENTS

  • BCom or BTech in Accounting or Financial Accounting.
  • 5 years minimum of work experience.
  • At least 3 years of relevant accounting and asset management experience.
  • Experience and knowledge in IFRS, PFMA, and asset management policies.
  • Experience in financial accounting systems (Sage300 and Oracle).
