About UN Women and the WRD Programme
Founded on the principles of gender equality and women’s empowerment, UN Women is dedicated to eliminating discrimination against women and girls, fostering their full participation in development, peace, and humanitarian efforts. The Fiji Multi-Country Office (MCO), which covers 14 Pacific nations, manages regional initiatives that align with UN Women’s strategic priorities: ending violence against women, women’s economic empowerment, governance and participation, and gender and protection in humanitarian action.
The Women’s Resilience to Disasters (WRD) Programme, launched in 2021 with funding from the Australian Government’s Department of Foreign Affairs and Trade (DFAT), is a vital component of UN Women’s work in disaster risk reduction (DRR). With a budget of approximately AUD 13.5 million, the programme centers women and girls in DRR and resilience-building efforts across Fiji, Kiribati, Solomon Islands, and Vanuatu. Its aim is to strengthen gender-responsive policies, systems, and community-level actions to enhance women’s agency, leadership, and participation in all phases of disaster management.
This initiative recognizes the particular vulnerabilities of Pacific Island communities, where climate change, environmental degradation, and socio-economic challenges converge, disproportionately impacting women, persons with disabilities, and marginalized groups. The programme operates on two primary outcomes: (1) creating an enabling environment for gender-responsive disaster systems and (2) supporting targeted actions that enhance women’s capacity to withstand and recover from hazards.
The Evaluation’s Purpose and Scope
To ensure accountability and foster learning, UN Women’s Independent Evaluation Service (IES) is conducting a comprehensive final evaluation of the WRD Programme. This evaluation will analyze the programme’s design, implementation, and results, providing insights that will inform future programming and policy development.
The main objectives include assessing whether the programme effectively responds to the needs of women and girls, evaluating organizational efficiency, and measuring progress toward outcomes at regional, country, and global levels. It will also highlight good practices, challenges, innovations, and actionable recommendations for strengthening gender-responsive disaster resilience initiatives.
This evaluation encompasses all aspects of the programme from inception in June 2021 through its planned conclusion in June 2025, with potential extension considerations. It covers implementation in Fiji, Kiribati, Solomon Islands, and Vanuatu, and examines regional and global contributions to disaster resilience policies and coordination.
Key Responsibilities for National Consultants
The selected consultants will support the evaluation process through several critical activities, including:
- Conducting desk reviews of relevant documents and data sources.
- Adapting and translating data collection tools into local languages.
- Participating in field data collection—interviews, focus group discussions, and stakeholder consultations—either in-country or remotely, considering COVID-19 safety protocols.
- Gathering qualitative and quantitative data, including capturing insights from women, persons with disabilities, and marginalized communities.
- Analyzing findings using analytical frameworks aligned with UN Women’s standards, such as gender and human rights perspectives.
- Contributing to the drafting of preliminary findings, reports, and presentations.
- Ensuring gender-sensitive, ethical, and culturally appropriate data collection and reporting.
Qualifications and Experience
Candidates should possess:
- A Master’s degree or equivalent in Gender Studies, Social Work, Social Sciences, Public Health, or related fields; a first-level degree with additional relevant experience may be considered.
- At least 5 years (Master’s) or 7 years (bachelor’s degree plus experience) of relevant experience in programme evaluation, research, or technical support related to gender, DRR, or climate resilience.
- Demonstrated experience working within Pacific Island States is highly desirable.
- Strong skills in qualitative and quantitative data collection, analysis, and visualization.
- Familiarity with gender equality policies, disaster response, and climate resilience strategies.
- Proven ability to work independently and deliver high-quality outputs on time.
- Fluency in English; proficiency in local languages such as Fijian or Bislama is an asset.

Contract Details
This is a full-time, home-based consultancy with an initial contract duration of approximately 25 workdays spread over six months, starting from July 1, 2025, to December 31, 2025. The consultancy may include travel within Fiji and Vanuatu, with costs covered by UN Women according to organizational policies.
