,UN Women, the United Nations entity dedicated to gender equality and women’s empowerment, is actively seeking a highly skilled National Data Research Consultant to support its efforts in Kazakhstan. This home-based, full-time consultancy opportunity aims to strengthen the country’s gender data environment and inform policies that eliminate discrimination and promote equality.

Grounded in the vision of equality outlined in the Charter of the United Nations, UN Women works tirelessly to eradicate discrimination against women and girls, empower women, and foster gender equality across all spheres of life—including development, humanitarian action, peace, and security. The organization’s commitment to these principles drives its programs and research initiatives in countries worldwide.

The selected consultant will operate remotely, with the contract expected to commence in June 2025 and conclude in December 2025 upon successful completion of deliverables. This consultancy is a vital part of UN Women’s broader efforts to develop a comprehensive Country Gender Equality Profile (CGEP) that reflects Kazakhstan’s gender data landscape.

Scope of Work

The consultant’s primary responsibilities will include collaborating with a National Gender Expert Consultant to develop a detailed methodology and outline for the CGEP. This involves identifying policy documents, indicators, and data sources relevant to gender equality in Kazakhstan. The consultant will also organize and facilitate consultations with key stakeholders—including UN agencies, government ministries, civil society organizations, and development partners—to ensure the profile accurately reflects national contexts and data realities.

A key aspect of the role involves preparing statistical annexes and SDG indicator annexes, focusing on key findings related to gender data. The consultant will contribute to drafting the executive summary, introduction, and recommendations, with particular attention to the national gender data environment, legal frameworks, and data gaps.

Throughout the process, the consultant will provide technical support to regional and international partners involved in developing the CGEP, and will present the final product at validation workshops with UN officials and stakeholders. Based on feedback, they will update and refine the profile before submitting the final version to the UN Women office.

Familiarity with analytical software such as SPSS, Stata, or advanced Excel skills is required.

Experience in developing Country Gender Equality Profiles and working with UN agencies, government bodies, and civil society in Kazakhstan or Central Asia is mandatory. Fluency in English is also a prerequisite.
