This home-based, part-time role is designed to strengthen the collaboration between UN Women and the Association of Southeast Asian Nations (ASEAN), advancing regional efforts toward gender equality, peacebuilding, and sustainable development.

About the Role

Scheduled for an initial six-month contract, the Adviser will operate remotely, providing strategic guidance and fostering effective partnerships across the ASEAN region. Under the supervision of the UN Women Country Representative and Liaison to ASEAN, the Adviser will work closely with key stakeholders to ensure the continuity and enhancement of UN Women’s engagement with ASEAN’s strategic agendas.

Background and Strategic Context

Grounded in the principles of the UN Charter, UN Women’s mission is to eliminate discrimination against women and girls, promote empowerment, and achieve gender equality across all spheres—development, human rights, humanitarian efforts, peace, and security. Building on a strong partnership with ASEAN through the joint programme (2021–2025), UN Women aims to deepen cooperation aligned with regional visions such as ASEAN Community Vision 2045 and the upcoming ASEAN Strategic Plans.

2025 marks a pivotal year: it is the final year for the regional project ‘Empowering Women for Sustainable Peace’—a flagship initiative that advances the Women, Peace, and Security (WPS) agenda within ASEAN. Capturing lessons learned from this project will be vital for informing future strategies and ensuring gender equality remains central to ASEAN’s political-security, economic, and socio-cultural pillars.

Key Responsibilities

The Adviser’s primary focus will be on maintaining and expanding strategic engagement between UN Women and ASEAN. This includes supporting the development of the new ASEAN–UN Cooperation Framework and Plan of Action 2026–2030, ensuring alignment with regional priorities, and providing expert advice on policy and normative frameworks.

Specific duties encompass:

  • Offering strategic guidance on the implementation of the ASEAN–UN Plan of Action 2026–2030.
  • Supporting coordination efforts and providing expert input on joint initiatives.
  • Representing UN Women at ASEAN sectoral and high-level meetings.
  • Preparing briefing notes, background papers, and reports to inform policy and operational decisions.
  • Facilitating stakeholder engagement and fostering multi-stakeholder collaboration.

Deliverables and Work Scope

While UN Women is not obliged to purchase a minimum volume of services, the successful candidate will deliver a series of outputs, including strategic briefing notes, summary reports on the implementation of the current Plan of Action, meeting summaries, and policy review documents. Payment will be contingent upon the satisfactory completion of each deliverable, with a flexible work schedule that accommodates the scope of tasks.

Qualifications and Experience

Candidates should possess a Master’s degree in Political Science, Social Science, Gender Studies, or International Relations, ideally with a focus on Southeast Asia. A minimum of 10 years’ experience in policy development and regional cooperation within Southeast Asia, along with a deep understanding of ASEAN’s governance and socio-cultural landscape, is essential.

International experience—particularly working with the UN system and regional stakeholders—is highly valued. Proven expertise in gender policy advice, multi-stakeholder facilitation, and high-level advocacy within ASEAN will distinguish applicants. Field experience across Southeast Asia and fluency in English are mandatory.
