The Position
The United Nations Population Fund (UNFPA) has been committed to enhancing sexual and reproductive health and rights (SRHR), promoting gender equality, empowering young people, and strengthening the generation and use of population data for development since its establishment in Thailand in 1971. Presently, UNFPA Thailand is implementing its 12th Country Programme (2022-2026) in cooperation with the Government of Thailand, guided by the core principles of accountability and evidence-based programming.
In alignment with the 2024 UNFPA Evaluation Policy, the organization encourages Country Programme Evaluations (CPEs) for each program cycle. In 2025, UNFPA Thailand will carry out a CPE to deliver an independent assessment regarding the relevance, effectiveness, efficiency, coherence, and sustainability of its current country program. This thorough evaluation will explore both enabling and constraining factors that have impacted program implementation and outcomes. Additionally, it will generate actionable recommendations to inform the design of the next cycle of the country program.
The CPE will be overseen by the Country Programme Evaluation Manager at UNFPA Thailand, who will receive strategic guidance from an Evaluation Reference Group (ERG). An independent team of external evaluators, led by an Evaluation Team Leader, will execute the evaluation, adhering to UNFPA’s CPE guidelines.

Job Purpose
The Evaluation Team Leader will assume complete responsibility for designing and implementing the Country Programme Evaluation (CPE). This vital role requires a commitment to ensuring the quality and coherence of evaluation deliverables, adhering strictly to the Terms of Reference (ToR). The Team Leader will lead and coordinate the evaluation team, working closely with the National Evaluator on Data and Population Dynamics and the Young and Emerging Evaluator (YEE) to foster a robust, inclusive, and capacity-building approach throughout the evaluation process.
Responsibilities
1. Leadership and Coordination
- Drive the design, planning, and execution of the CPE.
- Oversee and coordinate the evaluation team to ensure clear roles, effective communication, and robust collaboration.
- Guarantee that all evaluation deliverables—such as the design report, draft, and final evaluation reports—comply with UNFPA’s quality standards and are submitted on time.
- Maintain close collaboration with the CPE Manager, providing methodological guidance on evaluation design, approach, and work plan.
- Promote a collaborative atmosphere within the team, fostering knowledge sharing and building capacity.
2. Design and Methodology Development
- Lead the drafting and presentation of the Design Report, defining the evaluation approach, methodology, work plan, and field phase agenda in consultation with the CPE Manager.
- Ensure adherence to UNFPA Evaluation Guidelines and best practices in evaluation methodology.
- Integrate both qualitative and quantitative methods for a comprehensive analysis and triangulation of findings.
3. Field Phase and Data Collection
- Oversee field data collection, ensuring alignment with the established evaluation methodology.
- Guide and assist the evaluation team in conducting interviews, focus groups, surveys, and site visits.
- Uphold ethical and participatory data collection methods, particularly when engaging with vulnerable populations.
- Collaborate closely with the National Evaluator on Data and Population Dynamics to ensure demographic and statistical precision in evaluation findings.
4. Analysis, Reporting, and Quality Assurance
- Drive the drafting of both the draft and final evaluation reports, ensuring clarity, depth, and evidence-based conclusions.
- Ensure consistency and accuracy in data interpretation and evaluation findings.
- Coordinate input from team members, including the National Evaluator and Young and Emerging Evaluator, to integrate their thematic expertise into the final report.
- Maintain regular communication with the CPE Manager for ongoing guidance and feedback.
5. Stakeholder Engagement and Presentation of Findings
- Present key evaluation findings to stakeholders, including the ERG, Country Office (CO), and other relevant parties.
- Facilitate discussions regarding evaluation results and recommendations, ensuring their applicability for policy and program enhancements.
- Promote stakeholder engagement throughout the evaluation process to enhance ownership and utilization of findings.
6. Thematic and Evaluation Expertise
- In addition to leadership duties, the Evaluation Team Leader will provide technical expertise in one of the following thematic areas:
- Sexual and Reproductive Health and Rights (SRHR): Expertise in maternal health, family planning, HIV/STI prevention, and integrated SRHR services.
- Adolescents and Youth: Expertise in youth-oriented SRHR services, comprehensive sexuality education, adolescent pregnancy prevention, and youth participation.
- Gender Equality and Gender-Based Violence (GBV): Expertise in gender equality, sexual and reproductive rights, women’s empowerment, and gender-based violence issues.
The expert knowledge will contribute critically to the evaluation design, data collection processes, and subsequent analysis, ensuring a rigorous assessment in the designated area of focus.
Duration and Working Schedule
The consultancy will span 45 days from April 1, 2025, to November 30, 2025. The Evaluation Team Leader will deliver services remotely, with one trip to Bangkok and Chiang Mai planned for the fieldwork (data collection) phase.
Qualifications and Experience
Education
- A Master’s degree in public health, social sciences, demography or population studies, statistics, development studies, or a related field.
Knowledge and Experience
- A minimum of 7 years’ experience managing or conducting assessments in international development.
- Extensive experience leading complex evaluations for United Nations agencies or other international organizations and NGOs.
- Proven expertise in one of the thematic areas described, demonstrating a deep understanding of the relevant concepts and practices.
- In-depth knowledge of theory-based evaluation approaches, utilizing both qualitative and quantitative data collection methods while upholding rigorous quality standards as defined by UNFPA and UNEG.
- Proficiency in ensuring ethics, integrity, and confidentiality throughout the evaluation process.
- Strong capabilities in integrating human rights and gender perspectives during all phases of the evaluation.
- Excellent management and leadership skills with a proven ability to coordinate multidisciplinary teams.
- Capacity to analyze and synthesize large datasets and information from various sources effectively.
- Exceptional interpersonal and communication skills, both written and spoken.
- Relevant experience and understanding of the regional context and Thailand’s national development policies.
Languages
- Proficiency in both written and spoken English is essential.
Compensation and Benefits
This consultancy role offers a competitive remuneration package, contingent upon deliverables. Payment will be made based on the successful completion and submission of agreed deliverables.
