The UNICEF Kyrgyzstan Country Office aims to prioritize children in climate plans through its 2023-2030 Sustainability and Climate Change Action Plan (SCAP). The selected consultant will play a vital role in aligning national climate policies with the needs and rights of children.

How Can You Make a Difference?

As an international consultant, your expertise will directly influence policy decisions that affect children’s futures. The assignment entails several key objectives, including:

1. Developing a Customized Roadmap for Child Sensitivity in NDCs

  • Identifying Stakeholders: Mapping relevant government entities and stakeholders involved in the NDC drafting process to understand their current positions and areas of influence.
  • Gap Analysis: Conducting a thorough review of existing NDCs to pinpoint opportunities to integrate child-sensitive interventions across sectors such as education, health, and social protection, all backed by costed investments.
  • Indicator Development: Creating tailored child-sensitivity indicators that facilitate monitoring and evaluation of integrated approaches within NDCs.

2. Facilitating Stakeholder Engagement for Consensus-Building

  • Promoting Child-Centric Data: Leveraging data on the disproportionate impact of climate change on children, utilizing sources such as UNICEF’s Climate-Land-Agriculture-Community (CLAC) findings and other key reports.
  • Defining Core Asks: Collaboratively defining essential asks for child-sensitive NDCs, aiming to develop actionable, costed interventions.
  • Inclusion of Critical Sectors: Encouraging the integration of education, water, health, and social protection into climate adaptation and mitigation strategies, ensuring budget allocations that specifically address child-related needs.
  • Advocacy: Representing UNICEF in technical working groups to champion child-sensitive interventions within national frameworks related to the UNFCCC commitments.

3. Capacity Building for Enhanced Understanding of Child-Sensitive NDCs

  • Training for UNICEF Staff: Designing and delivering training programs for UNICEF staff and NDC secretariat personnel to raise awareness about the importance of integrating child perspectives in climate policies.
  • Workshops: Facilitating workshops for various stakeholders aimed at clarifying the significance of child-sensitive approaches in climate action.

4. Supporting Youth Participation in the NDC Consultative Process

  • Preparation for Youth Engagement: Working with UNICEF’s Adolescent Development and Participation (ADAP) teams to empower children and young people, providing them with the tools they need to contribute meaningfully in consultations.
  • Training Workshops: Organizing training sessions focused on the rationale behind NDCs, enhancing the ability of youth to provide relevant feedback during consultation processes.

Are You Qualified?

To become an advocate for every child, the ideal candidate will possess:

  • A Master’s or postgraduate degree in Climate Change Diplomacy, International Development, Public Policy, or related disciplines.
  • A minimum of five years of relevant work experience in fields such as climate change, environmental science, social sciences, and public policy.
  • An in-depth understanding of climate change policy frameworks and the ability to incorporate child-sensitive approaches into these policies.
  • Proven experience in leading consultations and workshops with diverse stakeholders.
  • Exceptional oral and written communication skills in English (knowledge of Russian is a plus).
