UNICEF Seeks Home Based International Consultant for Technical Guidance on Integrating Child-Sensitive Approaches into NDC 3.0 (Various Locations)

As part of its strategic initiatives, UNICEF Kyrgyzstan Country Office is currently seeking an international consultant to provide technical guidance on integrating child-sensitive approaches into the Nationally Determined Contributions (NDC 3.0), with a focus on Central Asia. This home-based consultancy presents a unique opportunity to influence climate policies that significantly impact children and young people.

Background and Purpose of the Consultancy
In alignment with UNICEF’s 2023-2030 Sustainability and Climate Change Action Plan (SCAP), the Kyrgyzstan Country Office is dedicated to ensuring that children and young people are prioritized in climate plans and policies. The overarching goal of this consultancy is to support the effective integration of child-sensitive approaches in climate change frameworks, particularly as they pertain to the NDCs, which are critical components of global climate commitments under the Paris Agreement.
As climate change continues to threaten the safety, health, and well-being of children, it is essential to incorporate child-centric perspectives into climate action strategies. The consultant will play a pivotal role in driving this objective forward in five Central Asian countries: Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan.
Key Responsibilities and Objectives
The consultant will undertake the following significant responsibilities, aligned with the core objectives of UNICEF:
1. Develop a Country-Specific Roadmap
- Stakeholder Identification: Identify key government bodies and stakeholders involved in the NDC process to understand their roles and current status.
- NDC Analysis: Conduct a thorough review of existing NDCs to pinpoint gaps and opportunities for integrating child-sensitive interventions across crucial sectors, such as education, health, and social protection. This will be supported by costed investment analysis.
- Child-Sensitivity Indicators: Develop tailored indicators for measuring and evaluating child-sensitive elements within the NDCs based on UNICEF’s child-sensitivity framework.
2. Facilitate Stakeholder Engagement
- Promote Evidence-Based Knowledge: Highlight the disproportionate impact of climate change on children by utilizing UNICEF’s data and country-specific research.
- Define Key Asks: Collaborate with country offices (COs) to outline essential requirements for child-sensitive NDCs, including potential costed interventions.
- Engage Key Ministries: Actively participate in dialogues with sectoral ministries—Education, Health, Water, and Social Protection—to align child-focused interventions with NDC strategies.
- Advocacy Representation: Represent UNICEF in technical working groups to advocate for the inclusion of child-sensitive solutions in national climate commitments.
3. Build Capacity and Understanding
- Training Design and Delivery: Create and facilitate training sessions for UNICEF staff across various sectors in the five COs to enhance understanding of child-sensitive NDCs.
- Workshops for Stakeholders: Organize training sessions for NDC Secretariat staff, UN Resident Coordinator groups, and other relevant actors on the significance of child-centered climate policies.
4. Promote Meaningful Youth Participation
- Empower Youth Contribution: Collaborate with the Adolescent Development and Action for Peace (ADAP) teams in five COs to prepare children and young people for effective participation in the NDC consultation process.
- Training for Youth: Develop and deliver workshops aimed at helping youth understand the importance of NDCs and how to actively contribute to consultations.
5. Support Country-Specific Analysis
- Conduct detailed analyses tailored to each country to develop specific targets and costing strategies, alongside high-level advocacy for integrating child-sensitive priorities in the NDC 3.0.
Qualifications and Experience
Candidates interested in this consultancy position should meet the following requirements:
- Educational Background: A Master’s or postgraduate degree in Climate Change Diplomacy, International Development, Public Policy, or a relevant field.
- Professional Experience: At least five years of relevant work experience in climate change, environmental science, social sciences, economics, or public policy.
- Policy Understanding: Demonstrate a comprehensive understanding of climate change policy frameworks, particularly NDCs under the Paris Agreement.
- Child-Sensitive Integration: Proven track record in integrating child-sensitive approaches into climate policies and leading consultations with diverse stakeholders to build consensus.
- Training and Workshop Facilitation: Extensive experience in designing and delivering training sessions on child-sensitive climate policies.
- Strong Communication Skills: Excellent written and oral communication skills in English. Proficiency in Russian is an asset.
