Organizational Setting

The Office of Emergencies and Resilience (OER) is crucial in FAO’s mission, responsible for supporting member countries and partners in preparing for and responding to food and agricultural crises. OER coordinates the development and implementation of corporate tools and standards that empower decentralized offices in aiding member countries amidst emergencies. They ensure humanitarian policy coordination, liaison with partners, leadership of the global Food Security Cluster (FSC), and reinforce organizational preparedness to respond effectively to large-scale emergencies.

The compliance team within OER focuses on several key areas, including:

  • Supporting decentralized offices in crisis management.
  • Upholding compliance processes across OER headquarters and various country offices.
  • Promoting best practices and online tools to enhance compliance in emergency and resilience programming.

Reporting Lines

The Compliance Specialist/Advisor will report to the Senior Emergency and Rehabilitation Officer, Management Support and Compliance Team Leader, or, depending on the assignment, the FAO Representative at the field level. Collaboration is critical; the role involves working closely with various OER teams, Oversight teams, and external partners to bolster compliance initiatives.


Technical Focus

The Compliance Specialist/Advisor provides expert advice and specialized support to establish risk management and compliance activities, ensuring quality assurance in field operations.

Experience Requirements:

  • Compliance Specialist: Minimum of 2 years of relevant experience.
  • Compliance Advisor: Minimum of 7 years of relevant experience.

Key Tasks and Responsibilities

The selected candidates will be engaged in a variety of crucial activities, including but not limited to:

  • Support Document Analysis: Assist decentralized offices in creating and analyzing internal documents such as the Risk Log and Internal Control Questionnaire, specifically related to humanitarian compliance and operational risk mitigation.
  • Compliance Development: Shape and implement compliance and quality assurance processes designed to mitigate risks, particularly in challenging environments with limited oversight.
  • Risk Management Solutions: Engage in drafting guidance and Standard Operating Procedures (SOPs), conducting risk assessments, and proposing innovative tools in accordance with FAO’s risk policies.
  • Advisory Role: Recommend strategies to the FAO Representative aimed at bolstering controls and mitigating risks associated with operational compliance, regulations, and internal policies.
  • Audit Support: Assist FAO Representatives in implementing outstanding audit recommendations to enhance compliance measures.
  • Fiduciary Compliance: Establish and oversee procedures ensuring that operational processes align with partner fiduciary requirements, including anti-terrorism clauses and partner due diligence reviews.
  • PSEA and Accountability: Advise on adherence to FAO policies regarding the Protection from Sexual Exploitation and Abuse (PSEA) and Accountability to Affected People.
  • Capacity Building: Assist in conducting due diligence reviews of Implementing Partners and contribute to building local capacity in compliance management.
  • Monitoring and Reporting: Support headquarters compliance-related reporting and monitoring efforts, ensuring all compliance activities align with organizational goals.
  • Promotion of Best Practices: Contribute to the dissemination of online guidance and best practices to bolster compliance in emergency and resilience programming.
  • Other Related Duties: Perform additional tasks related to compliance as needed.

Candidate Assessment Criteria

To qualify for this role, candidates must meet the following minimum requirements:

  • Educational Background: A university degree (Bachelor’s or equivalent) in business/public administration, economics, or a closely related field.
  • Relevant Experience:
  • For Category A: At least 10 years of relevant experience.
  • For Category B: At least 5 years of relevant experience.
  • For Category C: At least 2 years of relevant experience in administration, finance, evaluation, audit, or operations, with field experience and knowledge of UN operational procedures.
  • Language Proficiency: Working knowledge (level C) of English is required; proficiency in French is desirable.
