,UNOPS is seeking a highly experienced Programme Management Advisor to join their team on a home-based retainer basis, supporting vital projects across Africa and beyond. This role, classified at level ICS-11 under the International Cooperation Agreement (ICA), offers a unique chance for a seasoned professional to influence water, sanitation, and hygiene (WASH) initiatives at a strategic level.

About the Organization and Context

The position is rooted within the Technical Services Unit (TSU) of UNOPS, a multidisciplinary team specializing in infrastructure design, review, assessment, and advisory services. Based in Nairobi, Kenya, the TSU comprises approximately 18 permanent staff and over 60 retainer consultants, including built environment experts, environmental specialists, and social evaluators. The unit’s work spans numerous countries—ranging from Kenya, Somalia, and South Sudan to Afghanistan, Haiti, and Papua New Guinea—covering a broad spectrum of infrastructure and environmental projects.

Recently, the TSU has been tasked with supporting the Sanitation and Hygiene Fund (SHF), a UNOPS initiative launched in July 2021. SHF focuses on catalyzing finance and fostering market-based solutions to improve sanitation and menstrual health in low- and middle-income countries. Its goal is to expand access to essential products and services, especially for women, girls, and vulnerable populations, by working collaboratively with governments, private sector actors, and investors.

The Role of the Programme Management Advisor

This pivotal role reports directly to the TSU Manager and works closely with the SHF Country Fund Portfolio Manager, as well as programmatic and resource mobilization teams. The main objective is to support SHF’s efforts to enhance investment readiness at the country level, particularly in Kenya, by providing strategic advice, policy support, and facilitating reforms that create an enabling environment for private sector investment in sanitation and menstrual health markets.

The advisor will develop tailored investment readiness packages, support the formulation of key reforms, and craft policy briefs aimed at making the sector more attractive to investors and private operators. They will also work on strengthening the policy, regulatory, and governance frameworks necessary to promote sustainable infrastructure development and financing—aligning with national plans like Kenya’s NAWASIP.

Key Responsibilities and Activities

The advisor’s responsibilities are broad and impactful. They include:

  • Policy and Institutional Review: Analyzing Kenya’s water governance and policy landscape, identifying gaps, and recommending reforms to improve infrastructure sustainability, financing, and maintenance.
  • Development of Policy Briefs: Collaborating with government ministries and stakeholders to produce evidence-based briefs that outline investment cases, highlight the costs of inaction, and propose practical reforms.
  • County-level Action Plans: Crafting detailed roadmaps for counties to foster governance, coordination, regulation, and financing—aiming to create vibrant enabling environments for sanitation and water services.
  • Stakeholder Engagement: Leading the planning and coordination of meetings and forums involving government agencies, development partners, the private sector, and investors to foster partnerships and mobilize resources.
  • Technical Expertise: Providing guidance on institutional strengthening, resilient infrastructure integration, and the incorporation of health and sanitation linkages into development plans.
  • Regional Support: Supporting other countries within the region as needed, requiring regional travel to facilitate project activities.

Qualifications and Experience

The ideal candidate will possess an advanced university degree (Master’s or equivalent) in law, governance, public administration, or related fields. A bachelor’s degree combined with additional relevant experience may also be considered.

With at least 7 years of experience in governance, policy development, and institutional strengthening—particularly within the WASH sector—the candidate should demonstrate a proven track record working with multiple levels of government, from national to sub-national. Strong report-writing skills, experience in policy review and development, and familiarity with sanitation value chains or menstrual health are highly desirable.

Proficiency in English is essential, and knowledge of additional UN languages will be an advantage.
