Contract Type: 12 Months (Renewable, subject to satisfactory performance and funding availability)

Location: Remote – The successful candidate must possess the legal right to work in the country from which they will operate.

Role Overview

The Programme Officer will play a crucial role in coordinating activities for CIVICUS under the “Bridging the Gaps: Expanding Resources for Equitable Empowerment” project. This initiative focuses on supporting and enhancing local civil society organizations that struggle to secure international funding due to being traditionally overlooked and often consisting of smaller, informal groups located in countries with restrictive civic spaces. This project is a vital component of CIVICUS’s Crisis Response Fund (CRF) mechanism aimed at ensuring that marginalized voices receive the support they need.


Areas of Responsibilities & Key Activities

1. Grant Coordination

  • Grant Management: Assist in the comprehensive review, selection, and processing of grants to various civil society organizations.
  • Monitoring: Actively monitor grant effectiveness and promptly address any inquiries from partner organizations.
  • Technical Support: Provide necessary technical assistance and guidance to grantees throughout the funding period.
  • Stakeholder Engagement: Facilitate collaborative design sessions involving target groups and key stakeholders to gather insights and feedback on CRF initiatives.

2. Monitoring, Evaluation, and Learning

  • Reporting: Support the creation of timely financial and narrative reports for internal use, ensuring compliance with donor requirements.
  • Learning Sessions: Organize and facilitate learning sessions and opportunities for alliance-building that cultivate knowledge sharing throughout the grant lifecycle.
  • Capacity Building: Assist in accompanying grantees through capacity assessments, enhancing their skills, and linking them with essential capacity-strengthening resources.

3. Internal and Cross-Organizational Coordination

  • Process Management: Contribute to establishing efficient internal mechanisms to streamline and manage the various grant-making processes at CIVICUS, ensuring coherent operations and minimizing redundancy.
  • Knowledge Sharing: Organize internal learning sessions to disseminate project insights and lessons learned with staff, members, and partner organizations.

Education, Language & Qualifications

  • A degree in social sciences, finance, accounting, economics, international relations, or other related fields.
  • Proficiency in verbal and written communication in English; additional proficiency in Spanish, French, and/or Arabic is considered a significant advantage.

Essential Knowledge, Skills, and Experience

  • A minimum of 3-5 years of experience in civil society organizations or related fields, with at least 2 years in a similar position.
  • Proven experience in grant-making processes and the monitoring and evaluation of grants.
  • Solid understanding of budget management and preparation of financial and narrative reports.
  • Experience in coordinating efforts across organizations from various countries.
  • Exceptional verbal and written communication skills in English.
  • Strong IT proficiency, including familiarity with MS Office and Human Resource Information Systems.
  • Commitment to the overarching vision, mission, values, and modus operandi of CIVICUS.
  • Demonstrated experience providing administrative support throughout the grant-making process.
  • Exceptional attention to detail and adherence to system oversight protocols.

Desirable Knowledge, Skills, and Experience

  • Experience collaborating in a consortium or cooperative setting with organizations that support civil society, particularly less formal groups and marginalized communities.
  • Demonstrated capability in grant-making for civil society and an ability to identify and address restrictive conditions or seize opportunities.
  • Experience working with member-based organizations and adeptness in addressing diverse demands from civil society entities.
