East and Southern Africa Multi Country Office (ESAMCO):
Located in Nairobi, Kenya, the East and Southern Africa Multi Country Office (ESAMCO) operates under the auspices of UNOPS. It manages a diverse portfolio of engagements while addressing associated strategic and operational risks. The ESAMCO sub-region consists of a robust operational center located in Nairobi, overseeing initiatives across multiple countries, including but not limited to Kenya, Burundi, Malawi, Uganda, Tanzania, Zambia, Zimbabwe, and several island states. Predominantly, these operations involve transactional projects executed in collaboration with other UN agencies like UN-Habitat and UNEP.

Job Scope

Under the direct supervision of the HR Manager, the HR Senior Assistant will be pivotal in providing both technical and administrative support. This role focuses on the timely processing, recording, and management of Human Resources transactions, all while adhering to UNOPS HR rules, regulations, and policies. The role aims for optimal employee and talent management. The HR Senior Assistant will frequently serve as the principal point of contact for internal and external clients, addressing questions, resolving routine inquiries, and providing guidance on HR initiatives and services offered by UNOPS.

Functional Responsibilities

The HR Senior Assistant will undertake the following key responsibilities:

1. Support to Policy Development and Implementation

  • Contribute to the formulation and execution of HR policies and corporate HR initiatives by collecting relevant data on trends, risks, and opportunities, while sharing local HR best practices.
  • Assist on various projects that support HR initiatives, aligning with business objectives in accordance with the overarching corporate HR strategy.

2. Advisory Services

  • Provide critical advice and guidance to personnel regarding administrative procedures, processes, and practices that facilitate the delivery of HR services.
  • Serve as a liaison between the HR unit and both internal and external clients, ensuring proactive customer service that accelerates project completion and information dissemination.
  • Ensure that new hires have positive initial experiences by facilitating their onboarding process and providing necessary information and resources.
  • Advise hiring managers and personnel regarding routine components of UNOPS recruitment, performance management, and learning developments.

3. Talent Acquisition and Administration

  • Assist in completing recruitment processes, including drafting offers and rejections, while ensuring updates on recruitment platforms align with UNOPS policy.
  • Undertake essential HR duties such as reference checks, longlisting, and organizing testing and interviews.
  • Ensure that selection approvals and other related processes are delivered in a timely manner.
  • Inform UNOPS personnel, consultants, and partners about the routine aspects of their working conditions and entitlements, streamlining their onboarding process.
  • Undertake research on HR-related topics and compile reports to support management decision-making.
  • Maintain tracking systems that monitor the status of HR actions, including absences, performance management cycles, and similar processes, facilitating prompt resolutions.
  • Collaborate with relevant HQ and UN system units for information exchange and addressing pending issues.
  • Supervise the maintenance of personnel files and provide statistical summaries regarding personnel movements within the relevant business units.

4. Knowledge Building and Knowledge Sharing

  • Facilitate the organization and execution of training and learning initiatives related to HR topics for personnel.
  • Contribute to knowledge-sharing networks and communities by synthesizing lessons learned and disseminating best HR practices.
  • Collect feedback and insights on internal processes to enhance efficiency and effectiveness.

Education/Experience/Language Requirements

Education:

  • Secondary School Certificate is mandatory.
  • A diploma in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is advantageous and can substitute some of the years of required experience.
  • A first university degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is an added advantage.

Experience:

  • A minimum of five (5) years of professional experience in providing HR services within an international and/or national organization is required if holding a Secondary School Certificate.
  • A minimum of two (2) years of relevant professional experience is required for candidates holding a diploma.
  • A minimum of one (1) year of relevant professional experience is required for holders of a Bachelor’s Degree.
  • Some experience within UN system organizations is considered desirable.
  • Proficiency in computer systems and office software (Google Suite) is required, alongside experience with HR Information Systems and Enterprise Systems, including OneUNOPS.

Language:

  • Proficiency in both oral and written English is required.
  • Knowledge of an additional official UNOPS language is considered an asset.
